About this opportunity
The National Park Service's Pacific West Region is seeking a firm fixed-price contract for a Cultural Landscape Inventory at Bear Paw Battlefield in Montana, part of the Nez Perce National Historical Park. The procurement requires comprehensive research and documentation services for the 360-acre battlefield site, which was the location of the last armed conflict between the U.S. Government and the Nez Perce people in 1877. Contractors must conduct archival research, field surveys, stakeholder consultations with NPS staff, the Montana State Historic Preservation Officer, and three federally affiliated tribes, while producing detailed CLI reports with extensive documentation including location maps, site plans, landscape characteristic narratives, and digital files in multiple formats. The government will evaluate offers based on specifications, experience, past performance, and price, with non-price factors being approximately equal in weight to pricing considerations. Quotes are due by May 28, 2025 at 3:00 PM PDT and must be submitted electronically to hal_hoversten@nps.gov, with all contractors required to maintain active SAM.gov registration and submit invoices through IPP.gov.
This solicitation is designated as a total small business set-aside under NAICS code 541620 (Environmental Consulting Services) with a size standard of $19 million, and no incumbent contractor is identified in the documentation. While specific award values are not disclosed, the procurement follows a firm fixed-price structure for a single contract line item covering all required services. The project spans an extensive 600-day timeline with multiple draft deliverables and review stages, running from June 2025 through December 31, 2026, with specific accommodations for seasonal fieldwork limitations due to Montana weather conditions. Performance will occur at the Bear Paw Battlefield site in Montana, requiring the contractor to exercise extreme care during site investigations and provide comprehensive documentation including three printed report copies and USB drives with digital files upon project completion.
