About this file

This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for a cultural landscape inventory project at Bear Paw Battlefield in Montana. Amendment 0001, effective 05/12/2025, addresses several clarifications and modifications to the original solicitation (140P8325Q0024) issued by the National Park Service's Pacific West Region. Key changes include adjusting the project timeline to accommodate fieldwork limitations due to seasonal weather conditions, confirming a 30-day window for the kickoff meeting, and specifying review and delivery requirements for project deliverables.

The amendment provides detailed responses to five contractor questions, including guidance on consultation timing, deliverable review processes, and communication protocols with the Montana State Historic Preservation Office (SHPO) and Tribal Historic Preservation Offices (THPOs). Additionally, contractors are reminded to have an active profile in SAM.gov and are required to submit PDF invoices through IPP.gov. The project involves creating a cultural landscape inventory for the Nez Perce National Historical Park, with specific milestones including a 75% draft CLI report, a 90% complete deliverable review, and considerations for fieldwork timing and consultation processes.

The purpose of this amendment P001 is to post these questions and answers:

Q.1. The SOW notes that spring is the best time (and pretty much only time) to complete fieldwork. If the project is awarded in June 2025, the 180-day fieldwork completion delivery schedule requires all fieldwork to be completed by Dec 2025 and therefore does not include spring. Can the 180-day timeline be adjusted for the completed archival and fieldwork based on their suggestions for limiting fieldwork to springtime due to weather?

A.1. Yes, timeline can be adjusted as appropriate to accommodate fieldwork to conditions/weather on the ground at Bear Paw Battlefield via discussion between NPS and the

Q.2. Would NPS be willing to do consultation earlier in the project so that it can be completed before fieldwork is started?

A.2. Yes

Q.3. Section C. Tasks of the SOW says the kickoff meeting should take place within 14 days of contract award, but the Section D. Deliverables

Timeline says the meeting should take place within 30 days of contract award. Please advise what the correct timeframe should be.

A.3. A 30-day requirement is acceptable in lieu of the 14-day requirement.

Q.4. Section C. Tasks, Subsection 2c. says the

90% complete deliverable should be delivered to

MT SHPO, NEPE archaeologist and cultural resources program manager, and the THPOs; but

Section D. Deliverables Timeline only lists NPS as the party involved. Please advise who should be included on the review of the 90% complete deliverable.

A.4. The 90% deliverable shall be delivered to the MT SHPO, NEPE archaeologist and CRM manager, and THPOs. NPS is responsible for maintaining communication with SHPO & THPOs during that review period after the contractor has provided the deliverable to all parties. NPS is responsible for ensuring that communication remains open between all parties. Neither NPS or the contractor can force SHPO or THPOs to review the deliverable or provide comments. That review and providing comments is at the prerogative of the SHPO/THPOs.

Q.5. Section D. Deliverables Timeline indicates a

75% draft CLI report and meeting, but the task description is not provided in the SOW. Please advise.

A.5. A 75% complete draft of the cultural landscape inventory shall be delivered to the Nez

Perce National Historical Park archaeologist and cultural resources program manager. Upon delivery, the contractor and NPS shall have a meeting in-person or via videoconference to discuss concerns, potential needed adjustments to the document, and overall progress of the CLI.
