About this opportunity

The Library of Congress has issued a Special Notice announcing its intent to award a sole-source, firm fixed-price contract to CubeTec North America, LLC for the procurement of an INSPECTIONscan inspection system. Posted on April 13, 2026, with a due date of April 27, 2026, this notice serves as the Library's official public announcement of the contracting action in accordance with Federal Acquisition Regulation 5.2. The contract is valued between $25,000 and $250,000 (the simplified acquisition threshold), though the underlying Justification and Approval document indicates the action exceeds $350,000. The contractor is located in Asheville, North Carolina, and work will be performed at both the contractor's facility and the Library of Congress facility in Culpeper, Virginia. This public notice accomplishes the dual purpose of announcing the Library's intent to sole source to the identified vendor and synopsizing the approved Justification and Approval in advance of award, eliminating the need for additional public postings following contract execution.

The Library's objective is to expand the National Audio-Visual Conservation Center's film inspection and assessment capabilities by acquiring an INSPECTIONscan system equipped with Quadriga QC View and Dynamic Report Generator modules, which will generate preservation data, condition assessments, and descriptive metadata to inform long-term preservation planning. The contract establishes a base performance period of one year with three optional one-year service agreement periods, commencing June 30, 2026. CubeTec North America, LLC is the sole contractor eligible to participate, as the Library has determined that only this vendor's unique machine learning technology for automated motion picture film reel inspection can satisfy the Library's minimum needs. No proposals are being requested from other parties, and no separate written solicitation will be issued, as this public notice constitutes the only announcement. The contractor must provide remote installation support, on-site training, a one-year warranty, bear all shipping costs to the Culpeper facility, and ensure contractor staff comply with Library background checks, security protocols, and facility access requirements during standard business hours (8:30 AM to 5:00 PM).
