About this file
This is a Statement of Work (SOW) for a sole-source contract award to CubeTec GmbH for the procurement and installation of an INSPECTIONscan system at the Library of Congress National Audio Visual Conservation Center (NAVCC) in Culpeper, Virginia. The contractor shall deliver an INSPECTIONscan system equipped with Quadriga QC View and Dynamic Report Generator modules, provide remote installation support and on-site training following system setup, and supply a one-year warranty commencing upon installation completion. The contract encompasses a base period of twelve months with three optional one-year service agreement periods included. The contractor is responsible for all shipping costs to the designated address in Culpeper, Virginia, and for arranging contractor travel and accommodations for on-site training, with fixed travel costs incorporated into the contract. The system will generate preservation data including condition assessments, descriptive metadata, and technical specifications to support NAVCC's collections workflow management and long-term preservation planning initiatives.
The statement specifies that work shall be performed at the NAVCC Video Lab during standard business hours of 8:30 AM to 5:00 PM. Contractor staff will have access to Library of Congress facilities and digital assets, necessitating background checks, suitability determinations, and Library-issued badges for regular, unescorted facility access. The contract includes security and IT security requirements, information security protocols, and organizational conflict of interest considerations. The contract value falls below the simplified acquisition threshold of $250,000 but exceeds the $25,000 public notice threshold. This public notice serves as the sole announcement of the Library's intent to award; no separate solicitation will be issued, and no additional notices shall be pursued following this contracting action.
