About this opportunity

The Library of Congress, through its Contracts and Grants Directorate, has issued a Special Notice announcing its intent to award a sole-source firm fixed price contract to Cube-Tec North America, LLC for maintenance, upgrades, and support services of proprietary audio equipment at the Library of Congress Culpeper facility. This Special Notice, posted on February 10, 2026, serves as the Library's public notification of a non-competitive award and fulfills all required synopsis and justification posting requirements in advance of contract execution. The contract value falls between $25,000 and $350,000, placing it above the public notice threshold but below the simplified acquisition threshold. No competing proposals will be solicited, and this announcement constitutes the only public notice to be issued regarding this contracting action. The award is designated for the Audio Preservation Laboratory within the Library's various divisions to support its specialized digital audio preservation operations.

The purpose of this contract is to secure specialized maintenance and technical support for Cube-Tec Dobbin/CubeWorkFlow systems and Quadriga Digital Audio Workstation equipment that has been customized for the Library's compliance with Federal Agency Digital Guidelines Initiative requirements. The contract will run from the date of award through an initial 12-month period with four optional 12-month renewal periods, extending through May 30, 2031. Cube-Tec North America, LLC is the sole eligible contractor as the only certified entity authorized to maintain and modify the proprietary software code for these systems. The Library has justified the sole-source award on the grounds that no other commercially available software can replicate the customized capabilities of these systems, and modifying the source code without Cube-Tec's involvement would void warranties and potentially violate intellectual property restrictions. The contractor must provide certified technicians with a minimum of three years' experience with Cube-Tec equipment and must deliver support services Monday through Friday during business hours with defined response and resolution times based on priority levels, along with 24/7 email support availability.
