About this opportunity
The Department of Agriculture Forest Service issued a total small business set-aside Special Notice on July 28, 2026, for tree seedling planting services on 1,800 acres within the Cub Creek Fire perimeter on the Methow Valley Ranger District of the Okanogan-Wenatchee National Forest in Washington; proposals are due August 11, 2026.
The contractor must furnish all labor, equipment, supervision, transportation, and supplies except government-furnished seedlings (ponderosa pine and Douglas-fir 1-0 plug stock). Work includes site preparation with 18-inch scalps and 12×12 or 13×13 foot spacing, bench terracing on slopes exceeding 30 percent, and hoe planting methodology. The contractor is responsible for tree survivability through the seedling development stage and must maintain a Quality Control Plan with designated inspection plots (minimum one per 4 acres). Crews must achieve a minimum progress rate of 100 acres per day based on estimated team sizes of 15–20 planters. Government verification inspections determine acceptability; payment scales from 80 percent quality (minimum acceptable) to 100 percent for 95 percent quality or above. Damaged or lost seedlings are charged at $2.00 per tree.
All workers must possess sufficient skill and experience. A safety plan consistent with State OSHA regulations is required prior to notice to proceed. Prevailing wage rates for Washington Counties (Kittitas and Okanogan) apply under Service Contract Act determination WD 20015-5557, with fringe benefits of $5.55 per hour and paid sick leave provisions per Executive Order 13786.
