Place of performance is Research Building 205 at CTVHCS in Temple. The contractor must provide a Doctor of Veterinary Medicine licensed in Texas with documented experience in zebrafish oversight and care within a laboratory animal science and medicine environment. The proposed veterinarian must hold a valid Texas DVM license by the contract start date of September 1, 2026, though the license need not be obtained prior to submission.

The contract includes a one-year base period (September 1, 2026, through August 31, 2027) plus four option years of identical scope. Services are performed Monday through Friday, 8:00 a.m. to 4:30 p.m. Central Time, excluding federal holidays. Deliverables include administrative support with two semi-annual site visits (estimated 55 hours per year), review of monthly colony health reports, virtual education meetings with VA investigators, attendance at IACUC meetings, veterinary pre-reviews of animal use protocols, semi-annual facility inspections, and assistance with USDA, OLAW, and AAALAC submissions. Invoices are submitted monthly through the Tungsten Network.

The procurement carries a $10 million ceiling. This is a brand-new requirement with no incumbent. Evaluation is based on technical capability and price, with award to the offeror providing best value. Offerors must submit a signed SF 1449, Technical Capability volume (including candidate resume and Texas DVM license copy), and separate Price volume with firm-fixed pricing. Site-visit costs including travel, lodging, and per diem must be separated from monthly veterinary services pricing. The Research Department located at the Central Texas Veterans Health Care System (CTVHCS) at 1901 Veterans Memorial Drive at Temple, Texas is requesting veterinary support service for a zebrafish vivarium core facility.  The service is to be performed at Research Building 205 at CTVHCS in Temple.  The veterinary support needs to be provided by a Doctor of Veterinary Medicine with experience in the oversight of zebrafish in laboratory animal science and medicine.
