The purpose of this amendment is to provide answers to questions from vendors, revise the submission instructions in the solicitation, and extend the close date of the solicitation:

1. Please see the continuation page for all questions and answers.

2. Addendum to FAR 52.212-1, Offer Submittal Instructions, Volume 1 – Technical Capability section is hereby changed to remove the copy of candidates Texas license as shown on the continuation page.

3. Solicitation close date/time is extended as shown in block 11 above.

CONTINUATION PAGE

Addendum to FAR 52.212-1, Offer Submittal Instructions, Volume 1 – Technical Capability section is hereby revised to the following:

Volume 1 -Technical Capability - *No Pricing/Past Performance information shall be contained in this volume. Vendor name may only appear on the first page of the technical volume;

vendor name must not appear on any other pages of the technical volume. Vendor name appearing anywhere other than the first page may be removed from consideration.

The Technical Volume is required to fully describe and demonstrate a clear understanding of all requirements contained in the Statement of Work (SOW) and include candidate(s) resume(s), copy of candidate(s) Texas DVM license, proof of good standing and documented experience in the oversight and care of zebrafish within a laboratory animal science and medicine environment. The Technical Volume shall be specific, complete, and provide sufficient detail to show conformance with the SOW. It must clearly demonstrate the Offeror’s capability and capacity to satisfactorily perform all tasks outlined in the SOW. Offeror formatting is acceptable.

Questions and Answers

Question 1. Is there any incumbent/recompete or is this a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.

Answer 1. There is no previous contract for this requirement; this is a brand-new project.

Question 2. The SOW requires a Texas-licensed Doctor of Veterinary Medicine in good standing with documented zebrafish laboratory animal science/medicine experience.

Must the proposed veterinarian already hold an active Texas DVM license at the time of quote submission, or would the Government accept a veterinarian who can obtain/activate Texas licensure before the start date?

Answer 2. The veterinarian is required to hold a valid Texas license by the contract start date; it is not necessary for the Texas license to be obtained prior to the quote submission.

Question 3. The SOW estimates approximately 55 hours per year of support and requires two site visits per year for semi-annual vivarium inspections. Should travel, lodging, per diem, and related site-visit costs be included in the separate site-visit CLINs, or should all costs be built into the monthly veterinary services CLIN?

Answer 3. Yes, the site-visit costs should be separated from the monthly veterinary services CLIN.

Question 4. Please confirm the preferred submission method and required documents for the quote. Should offerors submit Volume 1 Technical Capability and Volume 2 Price as separate PDF files, along with the signed SF 1449, completed price schedule, Texas DVM license documentation, resume/CV, and proof of good standing?

Answer 4. Yes, volumes should be submitted as separate files. The signed SF1449, SF30(s), section B.1, and 52.219-1 Small Business Program Representations (NOV 2025) located on page 32 can be submitted as a third file. The Technical Capability file/volume must include all items as stated in Addendum to FAR 52.212-1 – Instructions to Offerors, Volume 1 – Technical Capability.
