About this opportunity
The Department of Veterans Affairs, Network Contracting Office 17, is soliciting quotes for comprehensive mold remediation services in the Emergency Department of Building 163 at the Central Texas VA Health Care System in Temple, Texas. The project involves removing damaged materials, sanitizing contaminated areas, and replacing drywall, flooring, and other components in the trauma rooms and associated corridor areas, with work requiring compliance with Infection Control Risk Assessment (ICRA) Level 4 standards throughout the project. Contractors must have at least five years of experience in similar mold remediation projects and submit comprehensive capability statements, safety plans, and references from comparable contracts completed within the last three years. The government anticipates awarding a firm-fixed price contract based on the submitted quotes. The original quote submission deadline was July 3, 2025, but has been extended through multiple amendments to July 16, 2025, at 3:00 PM Central Time, with technical questions having been due by June 19, 2025, at 4:00 PM CT.
This solicitation is set aside exclusively for Service-Disabled Veteran Owned Small Businesses (SDVOSB), requiring all offerors to maintain active System for Award Management (SAM) registration and SBA Veteran Small Business Certification (VetCert). The contract performance period is 60 days from award, with work to be completed in three distinct phases: removal of damaged materials, mitigation activities, and trauma room repair and restoration. The project focuses on specific areas including Trauma rooms 1E121 and 1E145, with requirements for full wall removal up to 4 feet, replacement of flooring materials, handrails, corner guards, and potentially metal studs. All work will be performed at the Central Texas Veterans Health Care System facility in Temple, Texas, with contractors required to conduct mandatory site visits to assess the full scope of work. The solicitation attracted significant interest, as evidenced by approximately 20 companies attending the June 18, 2025 site visit, including established remediation firms such as ServPro, Wolf Management, Valcorp, and TreTech.
