2. Response to questions submitted (See Continuation Page)
3. Bldg. 163 Plan
All other terms and conditions remain the same.
Continuation Page
Response to Questions:
1. Is there a cost estimate, budget or ballpark figure for the project listed? Is there an actual start date for the project?
Government Response: Since this is a service contract, we don’t provide a magnitude of the project unlike construction. The proposal should be based on the scope of work outlined in the solicitation. The project is scheduled to start right after award. The exact date will need to be coordinated with the facility.
2. We would like to submit RFI on the following documents:
a. IH Protocol
b. ACM Survey
c. Leased medical equipment
Government Response: These documents were not handled in house this is to be part of the contract.
3. Will the particle counter only be required if the air scrubbers cannot be exhausted to the exterior of the building? If so, how often are the readings of the air scrubber exhaust to be recorded?
Government Response: A particulate will not be required if air is exhausted outdoors. If the air is unable to be exhausted outdoors, then a particulate counts every 8 hours will be required.
4. If exhausting air scrubbers to the exterior are through an exterior doorway, will the exhaust be able to remain through the doorway overnight/shift to shift?
Government Response: Yes
5. If exhausting through a doorway, will it need to be blocked off/inaccessible with plywood etc?
Government Response: Yes
6. Will a manometer be required?
Government Response: A positive / negative air pressure monitor will be required to ensure area stays negative.
7. Will a mold remediation protocol be developed by the VA? If not, is the VA requiring the contractor to engage a Mold Assessment Company to develop a protocol prior to job start?
Government Response: It will be the responsibility of the contractor.
8. In 1E121 and 1E145, will the VA be disconnecting the wall mounted equipment before it is removed?
Government Response: As Stated in the SOW 4.e. – Removal and Replacement of wall mounted equipment will be done by the Contractor.
9. In 1E121 and 1E145, will the VA be removing the fixed equipment in the rooms or will it be solely the contractor’s responsibility?
Government Response: Answered in question 8.
10. In section 4. Work to be performed: l. Use approved egress routes designated by the COR. Will a drawing or a map be provided?
Government Response: Yes.
11. In section 4. Work to be Performed: c. Replace any rusted or damaged metal studs.
Government Response: Yes
12. In some areas the metal studs were not exposed, how should these be figured? Or would this fall under the 52.236-2 Differing Site Conditions, 36.502 Differing site conditions, 52.243-5 Changes and Changed Conditions, and or 43.205 Contract clauses?
Government Response: If some metal studs were not exposed during the mold remediation process, promptly notify the contracting officer of this differing site condition.
Refer to FAR 52.212-4(c) Changes, which allows for modifications within the general scope of the contract by mutual agreement. Request a change order and provide detailed documentation to support the need for adjustments in cost, scope, or schedule.
13. Will the VA supply a list of previous Vendors that were used for the flooring, wall guards and handrails? As mentioned in 4. Work to be Performed:
a. Remove and properly dispose of all damaged/contaminated materials to include sheetrock, handrails, wall guards, flooring and any other materials to be replaced during project.
g. In the Corridor behind Mechanical and Trauma rooms, all flooring shall be removed and replaced with vinyl flooring to match flooring in the Emergency Department area.
i. Handrails, kick rails, and corner guards will be removed. Dove colored 2 inches by 10-inch Carbon Fiber boards will be added to all walls at a mid-height ( TBD ) and at a lower height (
TBD ). ?
Government Response: Yes, VA will provide what information is known.
14. Is there an Industrial Hygienist Report Available for this job?
Government Response: No
15. Scope of Work Clarification No clear definition of the “contaminated areas.” While some rooms are named (e.g., 1E118, 1E121), there's no drawing reference or detailed map.
No mention of the size (sq. ft.) of areas to be remediated or repaired. This limits bidders' ability to accurately estimate labor and materials. No IH Report
Government Response: Measurements were available to be taken during the site visit.
16. Third-Party Verification / Clearance Testing No requirement for third-party post-remediation verification or clearance testing (e.g., air sampling or surface testing by an industrial hygienist). This is standard in mold remediation projects, especially in healthcare settings. Is there a requirement for this project?
Government Response: Yes. A protocol is required to be requested by the Contractor.
17. Has this project been determined to be a mold abatement and build-back project. If yes, under TDLR a Mold abatement protocol by a TDLR licensed Mold Consultant has to be prepared for the abatement and clearance portion of the project and the work must be performed by a licensed TDLR Mold Abatement Contractor. I am a Mold Consultant and my firm is also a Mold abatement Contractor. That should be a requirement for the contract. Firms with these licenses should be a requirement under this contract.
Government Response: Yes, the mold protocol will be Contractor responsibility
18. If it is a Mold Project, the entire abatement and clearance activities must be performed in a negative air environment and clearance must be obtained before any build back activities are commenced. The clearance monitoring must be done under the supervision of the Mold consultant not the contractor.
Government Response: Yes
19. It appears that the initial abatement in the boiler room was performed by someone. Was the work done in in negative air and clearance obtained? Are there photos and data confirming the initial abatement was performed in accordance with a TDLR approved protocols and clearances.
Government Response: Initial abatement was started by VA protocol and determined too large for in-house project.
20. Please provide as-built floor plans and specifications for the areas to be abated based on the assessment.
Government Response: VA will provide what print is available
21. Please indicate on the drawings which specifically the areas are to be abated as determined by the protocol. This will determine the areas that must be maintained in a negative air containment until clearance is obtained. Only built back after clearance is obtained.
Government Response: Will be highlighted on print
22. We need specifications for the build back materials and elevations of each wall showing what needs to be removed and replaced. The original as-builts and specs should meet that requirement unless you want to change some materials. Including flooring, trim, rails, etc. Is there any insulation in the walls and are the studs metal. What materials can be reused. Sinks, lights, etc.
Government Response: 4 foot all walls
23. The build back includes the reinstallation of the plates with gases. These normally will need to be certified by the gas vendors. Will you arrange for this.
Government Response: No, all work is the responsibility of the Contractor
24. Due to high work volumes, we were not able to view the solicitation until today. Upon review, we noticed the site visit was yesterday. Please let us know if this eliminates or otherwise negatively impacts our ability to visit the site later (before submittal date) and/or bid on this RFQ.
Government Response: While the site visit was highly recommended, it is not required to submit a quote.
25. Can we please get as-builts for the project area or a list of existing material we must match?
Government Response: The VA will provide what information is known
26. What type of flooring is in the ER and hallway?
Government Response: Surgical and vinyl planking
27. Regarding treatment room, the requirement is to go up 4 feet. Would it be acceptable to go up 2 feet for the wall that has the med-gas and oxygen so that those items can remain in place?
Government Response: No.
28. Has there been a protocol written for the mold? If yes, can you please provide it?
Government Response: A protocol is required to be requested by the Contractor.
29. Are environmental testing and consulting required for this project as well?
Government Response: Answered in question 30.
30. Under Work to be Performed: Note i calls for “Dove colored 2 inches by 10-inch Carbon Fiber boards.” We believe this to be a typo. We could not find this product and close equivalents seem extremely expensive. Could you please provide the specific spec sheet on boards?
Government Response: Yes typo, “Composite”. We will provide Vendor and Item description / number.
31. We reached out to a Carbon Fiber Board manufacturer, and they said we would have to paint the boards the color dove gray as these boards only come in the color black.
Would painting them be acceptable?
Government Response: “TYPO”. Answered in question 30.
32. Does the government want us to provide stainless steel corner guards to replace the ones that will be removed?
Government Response: Yes
33. Who will be responsible for moving all “movable items”?
Government Response: The VA will remove movable items
34. How many damaged metal studs are we to assume require replacement for bidding purposes? This information will provide a level of uniformity among the various proposals.
Government Response: Unknown
35. Regarding paint, are there any special specification we should adhere to?
Government Response: The VA will provide paint colors
36. Does the VA have a TDLR mold remediation protocol associated with the project?
Government Response: Answered in question 28.

Government Response: Undetermined
40. This requirement includes build back. Does the VA have the build back substate, paint type, wallboard type, flooring and other engineering aspects associated to be able to quote the required materials?
Government Response: Yes, VA will provide what Vendor and product information that is known.
41. There are no drawing of the impacted area, does the VA have that?
Government Response: See Bldg. 163 Plan attachment.
42. Can the VA release the site visit sign in sheet?
Government Response: The site visit sign in sheet is attached to this amendment.

a. Does the VA currently have Carbon Fiber boards? Are they sure they mean Carbon Fiber?
Government Response: This was a typo, Composite was meant.
44. Does the VA have a facility map of the location f the impacted area?
Government Response: See Bldg. 163 Plan attachment.
