About this opportunity

The Department of the Interior Bureau of Reclamation is seeking qualified contractors to replace aging electrical switchgear and distribution panels at the Stampede Power Plant in Nevada County, California. The primary work involves removing and replacing four existing subpanels (DCA, DCB, D1A, and DCC) with new 480-Volt arc-resistant equipment, including five new arc-limiting draw-out circuit breakers and associated buss work. Key contract requirements include providing 100% performance and payment bonds, supplying backup generator power to maintain facility operations during replacement work, and providing restroom facilities and hand wash stations. Contractors must be registered in the System for Award Management (SAM) prior to award and should submit responses demonstrating past project experience (limited to three projects within the last five years), bonding capacity, and documentation of equipment, personnel, and financial resources. The initial Sources Sought notice was posted on March 20, 2026, with the due date extended to 5:00 PM PDT on April 15, 2026, providing prospective contractors adequate time to submit inquiries and qualifications.

This procurement is not designated as a set-aside and is open to all qualified contractors, though it particularly targets small business concerns including 8(a) Small Business, HUBZone, Indian Small Business Economic Enterprises, Service-Disabled Veteran-Owned, and Women-Owned Small Business entities. The estimated contract value ranges from $250,000 to $500,000, with the applicable NAICS Code 238210 and a small business size standard of $19 million. Work is scheduled during regular business hours of 7:30 AM to 4:00 PM, Monday through Friday, with any overtime requiring two-week advance coordination with the Contracting Officer's Representative. The project involves replacement of specific electrical equipment including Brown Boveri Electric K-DON 800S type draw-out breakers and molded case circuit breaker distribution panels, requiring contractors with specialized expertise in high-voltage electrical equipment replacement and facility operations management.
