About this file

This is a Combined Synopsis/Solicitation and Request for Quotation (RFQ) issued by the National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), for the acquisition of a Spectra-Physics InSight X3 Dual Ultrafast Laser System for Fluorescence Microscopy. Solicitation number 75N98027Q00072 is a competitive brand name-only acquisition conducted under FAR 12.603 (streamlined commercial procedures) and is not expected to exceed the simplified acquisition threshold. The requirement is unrestricted (not a small business set-aside). The NHLBI's Laboratory of Advanced Microscopy and Biophotonics (LAMB) seeks one InSight X3 Dual system meeting specific technical specifications, including pulse widths ≤100 fs, tunable output across 680–1300 nm with automated dispersion pre-compensation, dual synchronized output at 1045 nm (>3.5 W), and minimum optical power specifications ranging from >1.0 W at 700 nm to >1.4 W at 1200 nm. The acquisition includes two line items: the laser system itself (CLIN 0001) and shipping, handling, installation, and on-site training (CLIN 0002). All equipment must be new, factory-original, and include on-site installation, optical alignment, operator training, and a full 12-month unlimited-hours warranty with remote serviceability and on-site field support.

Responses must be received by November 20, 2026, at 11:00 AM EST and submitted electronically to nicholas.capobianco@nih.gov. Offerors other than Newport Corporation/MKS Instruments/Spectra-Physics must submit an official Letter of Authorization from the OEM verifying authorized distributor status; quotes for gray market, refurbished, or unauthorized equipment will be deemed technically unacceptable. Quotes must provide firm-fixed pricing inclusive of all equipment, surcharges, installation, training, warranty, and shipping/handling, with no allowance for unilateral post-award price increases. Required submission information includes unit and total firm-fixed price (broken down by equipment, surcharges, and shipping), delivery timeframe, F.O.B. point (destination preferred), product catalog numbers (INSIGHT X3 DUAL), technical datasheet, UEI, TIN, and business size certification. Evaluation factors are technical capability (ability to provide the exact brand name system meeting all specifications with verified OEM authorized distributor status and OEM installation/warranty), price, delivery schedule, and past performance. Technical capability, delivery schedule, and past performance combined are significantly more important than price; however, among technically acceptable quotes with comparable delivery and past performance, price is the determining factor. Delivery location is Building 10, Room 8C214, NIH/NHLBI, 10 Center Drive, Bethesda, MD 20892. The Government reserves the right to accept any offer before the expiration date, and a written notice of award shall result in a binding contract without further action.

Text4: Acquisition of Spectra Physics Insight X3 Dual Laser for Fluorescence Microscopy
Text5: Knutson lab needs a powerful ultrafast laser (100 fs pulses) that is tunable at the touch of a button (680-1300 nm) with automated dispersion pre-compensation to correct from dispersion from the optics in our 2photon microscope. We also need dual outputs (including IR near 1 micron) to do pump- probe type microscopy like SE/SRS.
Text6: Spectra Physics Insight X3 dual is compatible with our microscope, has dispersion compensation, is fast , powerful and tunable. It also has a required dual output. This laser meets all of our needs , and most importantly, is compatible with existing equipment. It also is less noisy than competitors. Our NHLBI collaborators Dr. Brian Glancy and Dr. Christian Combs (S/N 2260) also have these Insight lasers; in the event of a failure requiring downtime for repair, this interchangeability would allow us to substitute easily between laboratories and preserve critical experiments. For example if the chiller or power supply breaks, we could be up and running if research schedules allow. The Insight X3 is field serviceable vs depot serviceable which will drastically reduce downtime when there are problems with the laser.
Text7: A comparable laser is the Coherent Discovery NX. This laser also is tunable, has dual out put lasing, has dispersion compensation and is powerful. The noise is from the Coherent system is 0.5 instead of 0.25 on the Insight X3. This laser has limited field serviceability so any down time requires us to ship the laser out to a depot. The Insight is more field serviceable limiting downtime when problems arise.
