About this opportunity
The U.S. Transportation Command (USTRANSCOM) is seeking innovative commercial solutions for Zero Trust Enterprise Modernization and Optimization through a Commercial Solutions Opening (CSO) that addresses six Areas of Interest: Security Information and Event Management (SIEM), Security Orchestration/Automation/Response (SOAR), DevSecOps Platform Integration, Endpoint Security, Data Tagging, and Software Supply Chain Risk Management. The procurement aims to achieve comprehensive Zero Trust compliance across USTRANSCOM's IT portfolio, supporting 91 Target Level activities and 61 Advanced Level capabilities as defined in DoD Zero Trust overlays, with solutions required to support agile deployment methodologies including CI/CD. Offerors must submit Phase I proposals consisting of white papers (up to 5 pages) and PowerPoint briefings (up to 5 slides) for each AoI, along with a Rough Order of Magnitude cost outline, with solutions expected to be mature and deployable within 30 days of award. The SIEM solution submissions were due August 14, 2025 at 10:00 AM CT, while remaining AoI submissions are due August 26, 2025 at 10:00 AM CT. Questions and answers have been posted as of August 13, 2025, with Amendment 1 providing updated requirements and extended deadlines.
This solicitation does not utilize any set-aside designation and no incumbent contractors are identified in the documentation. While specific award values are not disclosed, the government requires Rough Order of Magnitude pricing that allows for flexible pricing models across the various technology solutions. The contract requires solutions that can support multiple impact levels (IL4/5/6) and integrate with DoD authentication tools across both UNCLASSIFIED and SECRET environments spanning multiple cloud platforms including Azure, AWS, and on-premises infrastructure. Performance will occur at Scott Air Force Base, Illinois 62225, with the government emphasizing both traditional and non-traditional defense contractors will receive equal consideration regardless of their government versus commercial experience. The solicitation welcomes individual industry partners as well as comprehensive end-to-end solution providers, with teaming arrangements encouraged to deliver complete solutions for each Area of Interest.
