About this opportunity

The Department of the Army National Guard seeks design-build furnishing and installation of industrial-grade pallet racking, secure wire mesh partition cages, and heavy-duty steel shelving in a newly constructed storage building at 1401 Newport Gap Pike, Wilmington, Delaware, with Phase 1 solution submissions due August 26. This is a Total Small Business set-aside. The procurement is a Commercial Solutions Opening (CSO) authorized under 10 USC 3458, requesting innovative commercial solutions rather than a prescriptive specification.

Place of performance is Stanton, Delaware. The facility is a newly constructed 3,600-square-foot unheated metal building (60 feet by 60 feet) requiring nine fixed selective pallet racking units on the left side—each 14 feet tall by 18 feet long by 48 inches deep with four storage levels supporting 1,600 pounds per level—and five secure wire mesh caging units on the right side, each approximately 10 feet by 13 feet by 14 feet tall with dual-locking mechanisms (Grade 1 mortise-type key lock plus welded steel hasp for government padlock). All systems must comply with UFC 444-001 warehouse standards, ANSI MH16.1, ANSI MH26.2, MHI MH28.2, NFPA 13, OSHA regulations, Delaware State Fire Prevention Regulations, and AR 735-5 physical security requirements. A professional engineer-licensed in Delaware must seal anchoring calculations. Turnkey completion is required by December 17. A non-mandatory site visit occurs August 18 at 2:00 PM ET; visitor pre-registration closes August 17. Phase 1 submissions must include proposed products with technical merit, firm fixed-price contract line item structure, preliminary layout, preliminary pricing with warranty and FOB Destination terms, and commissioning and maintenance details. Evaluation prioritizes technical merit, company expertise and past performance, and pricing (acquisition and life-cycle cost). Award is anticipated September 15 via fixed-price purchase order. The NAICS code is 337215. If Phase 2 proceeds, Davis-Bacon wage requirements may apply under Wage Determination DE20260008 Mod #1.

Update #2 · Latest ·

The Commercial Solutions Opening (CSO), authorized under 10 USC 3458 as revised by the 2026 National Defense Authorization Act Section 1823) is not a Request for Quotations one would normally expect to see from federal Government contracting offices.

We (Delaware Army National Guard, also referred to as “the Government”) are seeking an optimal, innovative, commercially available solution to our problem set as stated in CSO Section 2.0 Problem Statement and Section 3.0 Desired System Attributes and Capabilities.

We do not have a particular floor layout nor pre-determined pallet rack design. Given the amount of equipment (displayed during the site visit) that we need to store on either pallet racks or in secure storage, we don’t need to maximize cube in this storage building. We are looking for an optimal solution based on technical merit, company expertise, and pricing, as indicated in the CSO.

The Section 4.0 Phase 1 Submission Process calls for, among other things, a recommended contract line item structure and preliminary pricing. Upon receipt and review of the proposed solutions and preliminary break-out by line item pricing, the Government will determine whether the construction portion of this project is substantial and segregable to rise to the level as to requiring a Davis-Bacon and Related Acts Wage Determination, consistent with RFO FAR Subpart 22.4 Labor Standards for Contracts Involving Construction. If applicable, the Wage Determination DE20260008 Mod #1, is the most likely wage determination to be provided to those vendor(s) invited to participate in Phase 2 Negotiation for purposes of negotiating a firm-fixed price FAR-based purchase order. Wage Determination DE20260008 Mod #1 is available at https://sam.gov/wage-determination/DE20260008/1
