1.0 Introduction and Purpose
Delaware Army National Guard (DE ARNG) seeks an innovative commercial design‑build solution to furnish and install industrial‑grade organizational storage systems—including fixed selective pallet racks, secure wire mesh partition cages, and heavy‑duty static boltless steel shelving—in a newly constructed vacant storage building located at 1401 Newport Gap Pike, Wilmington, DE 19804.
This Commercial Solutions Opening (CSO) is issued to competitively obtain a fully engineered, code‑compliant, and operational turnkey system solution that optimizes vertical cube utilization, enhances equipment security, and meets best practice storage and safety criteria. The design and installation must promote safety, ergonomics, and operational efficiency for Army National Guard personnel.
2.0 Problem Statement
DE ARNG requires an industrial organizational storage solution that:
· Supports military‑grade equipment storage and accountability.
· Offers long‑term structural stability and compliance with UFC 4‑440‑01 warehouse requirements.
· Delivers secure enclosures meeting AR 735‑5 physical security requirements.
· Integrates shelving systems suitable for ergonomic manual loading.
· Complements and leverages its newly constructed building.
Available documents include a 65-percent design specification and an as-built drawing set (controlled access for vetted contractors).
