About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center is conducting a Commercial Solutions Opening (CSO) to procure an innovative Oracle Governance, Risk, and Compliance (GRC) Application Monitoring Tool to replace their current end-of-life system. The solicitation seeks technology solutions that can fulfill Air Force capability requirements, close technological gaps, and enhance mission capabilities across multiple server environments including Sparc Solaris Super Cluster, Windows, and Linux platforms. Proposals will be evaluated on three primary factors: technical innovation, importance to agency programs, and funds availability. Offerors must submit questions by April 24, 2025, to Capt Mohamed Dharas and Mrs. Jennifer DeQuinzio, with all questions and answers to be posted on SAM.gov. The CSO will follow a two-step evaluation process, with initial submissions including a white paper, optional pitch deck, and pricing information, followed by potential selection for a Pitch Day event.

The solicitation does not specify a traditional set-aside but notes a total small business designation. The contract will be firm-fixed price and treat all items as commercial items, with potential implementation targeting August 2025 following the current tool's end-of-life in May 2025. Performance will occur at Wright-Patterson Air Force Base in Ohio, supporting the Defense Enterprise Accounting and Management System (DEAMS) across approximately 170 installations worldwide. The solution must support one production environment and 19 test/development environments, meet IL4 data security levels, and provide comprehensive configuration change tracking, reporting, and monitoring capabilities. Offerors must be registered in the System for Award Management (SAM) and demonstrate the ability to integrate an innovative GRC tool that can generate comparative reports, implement access controls, and potentially incorporate generative AI capabilities for audit and reporting functions.
