About this file

This document is a Commercial Solutions Opening (CSO) solicitation for an Oracle Governance, Risk, and Compliance (GRC) Application Monitoring Tool issued by the Air Force Business and Enterprise Systems Directorate's Financial Systems Division. The solicitation follows a two-step evaluation process where offerors must first submit a white paper (and optional pitch deck) by an unspecified date, with selected participants invited to a Pitch Day event in June 2025. The event is anticipated to be virtual, with a potential in-person option in Kettering, OH, though travel costs are not reimbursable.

Key requirements include providing innovative solutions that fulfill Air Force capability requirements, close technological gaps, or enhance mission capabilities. "Innovative" is defined as technologies, processes, or methods new as of the proposal submission date or novel applications of existing technologies. Offerors must be registered in the System for Award Management (SAM), and the government intends to pay for awarded contracts through Electronic Funds Transfer in Wide Area Workflow. Questions must be submitted by 24 April 2025 to Capt Mohamed Dharas and Mrs. Jennifer DeQuinzio, with all questions and answers to be posted on https://sam.gov.

GBG GRC Application Monitoring Tool Commercial Solutions Opening (CSO) Solicitation Number FA8770-25-S-C002

Introduction:

Business and Enterprise Systems Directorate's Financial Systems Division (GBG) is conducting a CSO in accordance with the Defense Federal Acquisition Regulation Supplement (DFARS) Subpart 212.70. Under a CSO, the Air Force may competitively award proposals received in response to a general solicitation, similar to a broad agency announcement (BAA), to acquire innovative commercial items, technologies, and services, based on a review of proposals by scientific, technological, or other subject-matter expert peers within the Air Force. Under this CSO, all items, technologies, and services shall be treated as commercial items.

The Air Force intends to obtain "innovative" solutions or potential new capabilities that fulfill requirements, close capability gaps, or provide potential technology advancements. Solutions may include existing technologies or procedures, not currently in use by the Air Force, that would enhance or streamline Air Force mission capabilities. “Innovative” is defined as any technology, process or method that is new as of the date of submission of a proposal. It also includes any new application of an existing technology, process, or method.

GBG will utilize an open, two-step CSO evaluation process. In step 1, Offerors must submit a white paper, and may submit an optional pitch deck for evaluation. Once the evaluations are complete, all Offerors will be notified as to whether they will be invited to pitch their proposal at a Pitch Day event.

In step 2, Offerors that are selected will receive an invitation to make a live pitch to the GBG team during a Pitch Day event expected to be held in June 2025. Offerors will pitch their solution proposed in step 1 to evaluators and will be notified at the event if they are selected for an award. The Pitch Day event is anticipated to be a virtual event. An option may be made available to invited Offerors, at the sole discretion of the Air Force, to present in-person in Kettering, OH. The travel costs are not reimbursable by the government. Participation details for virtual or live presentations will be provided to invited Offerors. Pitch Day will not occur sooner than two weeks from the date invitations are sent to Offerors selected to Pitch.

The government intends to pay for any awarded contracts through Electronic Funds Transfer (EFT) in Wide Area Workflow (WAWF).

Additionally, companies must verify they are registered in System for Award Management (SAM) at https://sam.gov to be considered eligible for award.
