About this opportunity
The Delaware Army National Guard's Army Aviation Support Facility (AASF) issued a Commercial Solutions Opening (CSO) announcement on April 23, 2026, soliciting an innovative automated tool control and inventory management system. The Department of the Army National Guard seeks a commercial solution that will enhance tool accountability and tracking within their aircraft maintenance operations. This Special Notice represents a Defense Commercial Solutions Opening (DFARS Subpart 212-70) procurement, which allows the government to evaluate commercial off-the-shelf solutions from qualified vendors. The selected vendor will receive a fixed-price, FAR-based purchase order with a target award date of July 31, 2026. The opportunity is open to interested contractors who can deliver a compliant solution meeting the government's technical and operational requirements.
The primary objective of this procurement is to mitigate foreign object damage (FOD) risk in aircraft by implementing real-time automated tool tracking and eliminating human error in tool control processes. Contractors must submit solution briefs by May 31, 2026, including their technical approach, pricing options (one-time or subscription), software bill of materials, electrical requirements, implementation schedule with scalability from one to six work areas, and documentation demonstrating compliance with FAR/DFARS Buy American and cybersecurity requirements. The system must provide 100% real-time inventory visibility, automated accountability for both small and large tools without manual user actions, immediate alerts for discrepancies, secure keyless access control, and non-proprietary data portability in standard formats. Secondary benefits sought include increased tool accountability, decreased tool shrinkage, improved maintenance efficiency, and comprehensive tool usage data collection. While no specific set-asides are designated, evaluation will prioritize technical merit, operational impact, usability and scalability, company viability, and pricing, with selected vendors potentially invited for live or virtual demonstrations prior to final negotiations.
