About this opportunity

The Department of the Air Force Air Mobility Command is procuring Counter-Unmanned Aerial System (C-UAS) equipment to protect Contingency Response Groups from drone threats in contested environments. The solicitation seeks handheld electronic warfare tools capable of detecting, tracking, and defeating unmanned aerial system threats within a 5 km range, with equipment specifications including maximum weight of 5.85 lbs and NATO Mil-Spec battery capability. The procurement aims to provide interim solutions while long-term enterprise solutions are being analyzed, specifically targeting capability gaps identified by the 621st and 821st Contingency Response Groups. Awards will be made using lowest price technically acceptable evaluation criteria under a firm-fixed-price contract structure. The deadline for questions was September 15, 2025 at 5:00 PM EST, and quotes are due September 22, 2025 at 5:00 PM EST.

This opportunity is designated as a total small business set-aside under NAICS code 334511 with a size standard of 1,350 employees, and there is no incumbent contractor as this represents a brand-new requirement. The contract requires delivery of specific quantities including 3 Handheld EW C-UAS Tools, 2 Handheld Detection Systems, 3 External Power Supplies, and 2 Cases for each of two locations. The contractor must provide initial training for 12 CRW members and deliver all equipment within 120 days of award, with final delivery expected by January 31, 2026. Performance will occur at Joint Base McGuire-Dix-Lakehurst in New Jersey, with additional equipment designated for Travis Air Force Base. Notably, funds are not currently available, and the government reserves the right to cancel the solicitation without reimbursing offeror costs.

The FY25 USAF Expeditionary Center (EC) Strategy charges Contingency Response (CR) to Resource for the Fight with an end state of “Our forces will have equipment to protect themselves from threats”. In order to operate in a contested environment, and enable Mobility Air Force Agile Combat Employment, AMC must make immediate investments in Counter-Unmanned Aerial System (C-UAS) equipment for CR forces. As “first-in” forces providing the Open the Airbase Force Element, CR requires a capability to combat adversary drones that threaten mission, personnel and infrastructure. While long-term enterprise solutions are being analyzed with Rapidly Deployable Small Uncrewed Aircraft Defense System (RD-SUADS), the 621st and 821st Contingency Response Groups (CRGs) identified interim solutions to bridge capability gaps while advancing command level initiatives. These solutions have been socialized with AMC/4S and AMC/A34. For more information on the specs, please refer to the C-UAS Statement of Work (SOW). This acquisition is being solicited as a total small business set aside. Offeror should submit all questions or comments relative to the solicitation electronically only.
