About this file
This Statement of Work (SOW) details Counter-Unmanned Aerial System (C-UAS) equipment requirements for the 621st Contingency Response Wing (621 CRW) at Joint Base McGuire-Dix-Lakehurst, NJ. The Air Mobility Command (AMC) seeks to acquire at least six compact, lightweight, man-portable C-UAS systems to detect and defeat Group 1-2 drones within a 5 km range, with specifications including a maximum weight of 5.85 lbs, NATO Mil-Spec battery capability, and compatibility with existing C2 systems.
The equipment must detect and defeat drone threats, with capabilities including jamming and spoofing, navigation frequency disruption, and ability to neutralize drones operating with or without detectable signals. The vendor will provide initial training for 12 CRW members and must deliver the equipment within 120 days of award. The SOW emphasizes the critical need for this capability based on lessons learned from drone warfare in recent conflicts, specifically to protect airfield operations, personnel, and infrastructure during Mobility Air Force Agile Combat Employment missions.

Statement of Work for FY25 CRG Counter-Unmanned Aerial System – Joint Base McGuire‐Dix‐Lakehurst, NJ
1. General:
The FY25 USAF Expeditionary Center (EC) Strategy charges Contingency Response (CR) to Resource for the Fight with an end state of “Our forces will have equipment to protect themselves from threats”. In order to operate in a contested environment, and enable Mobility Air Force Agile Combat Employment, AMC must make immediate investments in Counter-Unmanned Aerial System (C-UAS) equipment for CR forces. As “first-in” forces providing the Open the Airbase Force Element, CR requires a capability to combat adversary drones that threaten mission, personnel and infrastructure. While long-term enterprise solutions are being analyzed with Rapidly Deployable Small Uncrewed Aircraft Defense System (RD-SUADS), the 621st and 821st Contingency Response Groups (CRGs) identified interim solutions to bridge capability gaps while advancing command level initiatives. These solutions have been socialized with AMC/4S and AMC/A34.
2. Objectives:
The CRW is not equipped to detect, track and/or defeat UAS threats, failing to provide airfield and asset protection.
The evolving drone warfare witnessed in the Ukraine-Russia conflict and the middle east has highlighted the need to focus on air defense and the emerging threat to the CR mission. The handheld C-UAS capability will allow CR forces to detect, track, identify, and defeat UAS threats to protect our force and continue airfield operations.
3. Scope of Work:
The C-UAS equipment required must be compact, lightweight, man portable. to allow flexibility for moving threats.
The equipment must detect Group 1 and 2 UAS and defeat Group 1 UAS with or without payloads to a 5 km range and beyond. The equipment will have the capability to detect, jam and spoof UAS threats to the airfield. This equipment will be used for the 621st Contingency Response Wing (621 CRW) operations, on base and various locations for deployments, training, and exercises. The vendor will provide the equipment to improve detecting and defeating drones that impact airfield operations. The 621 CRW will be responsible for maintaining the accountability of this equipment. The vendor will provide initial training on operating and maintaining the equipment for at least 12 621 CRW members.
4. Personnel:
The vendor will provide delivery of this item. The maintenance, accountability, and operations of this equipment will be the responsibility of the CRG Combined Communications Work Center.
5. The 621st CRW is looking for at least six (6) compact, lightweight, and man portable c-UAS equipment.
Equipment requirements and peripheral shall meet or exceed the specs of:
Detect Group 1-2 Drones at a minimum of 5 km range Defeat Group 1 Drones at a minimum of 100 ft Compact, lightweight and man portable Jam and/or spoof Size: 21.6’ L x 10.9” H x 4.5” W (55cm L x 28cm H x 11.4cm W) Weight: 5.10 lbs or less w/o batteries and 5.85 lbs or less w/batteries Battery: NATO Mil-Spec Battery certified that provides 60+ minutes of jamming/spoofing, 10+ hours of detection External Power: Supports external DC power for continuous operation Must be able to connect to existing C2 systems using RS-422 or RS-485 interfaces.
Jamming Frequencies: Comprehensive Commercial-Off-The-Shelf (COTS) drone effectivity through line of sight aiming. Must be able to detect and defeat drones that operate without emitting detectable RF or other traceable signals. Equipment must be able to defeat UAS in < 10 mins each and can be used continuously against multiple targets.
GNSS Jamming Frequencies: Navigation frequencies using directional emissions that can be disabled in hardware.
