About this opportunity
Army Contracting Command - Rock Island seeks procurement and installation of a 3-ton overhead bridge crane and hoist system for Rock Island Arsenal Joint Manufacturing and Technology Center, with proposals due October 15, 2026. This is a total small business set-aside under NAICS 333923 (size standard 1,250 employees).
Place of performance is Building 211 (East Bay) at Rock Island Arsenal, Rock Island, Illinois. The system must be a single-girder, top-running bridge crane meeting CMAA Class C or better standards, with DC disc-type brakes on bridge and trolley, underhung trolley and hoist assembly, wire-rope hoist rated H4 duty or better, variable-speed bridge drive (8–80 feet per minute), multi-speed trolley drive (20 and 80 fpm), hook extension at least 3 feet below grade, wired hand pendant via festoon system, and integrated load-path and overhead awareness lighting. The crane must accommodate a 56.5-foot runway span, 220-foot runway travel length, and 32-foot height from ground to runway top; ship through a 12-foot-by-12-foot door with maximum component weight of 25,000 pounds; and operate on existing facility conductor bars with 460-V, 3-phase, 60-Hz electrical power supplied by the government. Delivery is required within 90 calendar days of award. Pricing must be firm fixed price, inclusive of equipment, installation, training, warranty, and FOB destination shipping. All equipment must be new, and contractors must provide one-year parts and labor warranty from final acceptance and verifiable on-site service/repair capability within 48 hours. FAR Part 25/DFARS Part 225 Buy American requirements apply; contractors must identify country of origin for each line item. Contractor personnel at the arsenal are subject to Department of Defense safeguard requirements, including background checks (NCIC-III and TSDB screening), Random Antiterrorist Measures Program participation, Anti-Terrorism Level I training, iWatch training, and Common Access Card requirements where applicable. A mandatory site visit is scheduled for September 23 at 9:00 AM Central Time at Gate 8 Large Parking Lot, Rock Island Arsenal; registration is required at least three business days prior. Questions are due by September 29 at 3:00 PM. Evaluation uses Lowest Price Technically Acceptable (LPTA) source selection, assessing contractor experience (three years demonstrated sales with two customer references), RIPD compliance statement (explicit COMPLY or NON-COMPLY markings), equipment identification (manufacturer and model numbers for crane, trolley, hoist, pendant, and major components), and warranty terms. The Government intends to award one FFP purchase order without discussions except clarifications per FAR 15.306(a). Training for up to five operators, two programmers, two maintenance personnel, and four methods personnel must occur at RIA Monday through Thursday, beginning no later than 6:30 a.m. CST and continuing until at least 2:15 p.m. CST. Payment is made via WAWF; only electronic invoices are accepted.
