About this opportunity

The U.S. Coast Guard is procuring two crane water weight bags for proof load testing on the USCGC STORIS (WAGB 21), specifically requiring one 10-metric-tonne and one 20-metric-tonne water weight bag kit manufactured from high-strength, UV-resistant, reinforced PVC. Each kit must include manufacturer-specified rigging hardware rated at 1.5 times the bag's working load limit and 25-foot fill and drain hoses, along with manufacturer certificates of conformity and user manuals. This is a combined synopsis/solicitation for commercial supplies operating under a firm-fixed-price contract structure, with quotes being evaluated based on price and other factors to determine the most advantageous offer to the government. Vendors must submit quotes via email to the specified Coast Guard contact, including unit and total pricing, product specifications confirming compliance, and delivery schedules. The quote submission deadline is August 27, 2025, with delivery required no later than October 1, 2025.

This procurement is designated as a Total Small Business Set-Aside under FAR 19.5, restricted to small businesses with fewer than 1,250 employees under NAICS code 333923 (Overhead Traveling Crane, Hoist, and Monorail System Manufacturing). No incumbent contractors are identified in the solicitation materials, and no specific contract value or budget range is disclosed in the opportunity notice. The procurement involves exactly two water weight bag units with the specific tonnage requirements outlined in the technical specifications. Performance will take place in Seattle, Washington, where the equipment must be delivered to the USCGC Storis at the specified location. All vendors must maintain active registration in the System for Award Management (SAM) to be eligible for contract award, and the procurement excludes crane load testing services, labor for filling and draining the bags, and water supply provisions.
