About this file
This Statement of Work (SOW) outlines the U.S. Coast Guard's requirements for procuring two water weight bag kits for crane load testing on the USCGC Storis. The procurement includes one 10-metric-tonne and one 20-metric-tonne water weight bag kit, each with specific technical requirements: bags must be manufactured from high-strength, UV-resistant, reinforced PVC, include manufacturer-specified rigging hardware rated at 1.5 times the bag's working load limit, and come with 25-foot fill and drain hoses. The contractor must also provide manufacturer's certificates of conformity and user manuals.
Delivery is required no later than October 1, 2025, to the USCGC Storis in Seattle, Washington. The equipment will be inspected upon delivery for physical condition, compliance with rated capacities, presence of required hardware, and proper documentation. The procurement excludes crane load testing services, labor for filling/draining bags, and water supply. The SOW references multiple federal regulations and standards, including FAR, CGAP, ASME B30.9, ASME B30.26, LEEA Guidance, and OSHA regulations to ensure safety and quality of the load testing equipment.

STATEMENT OF WORK (SOW)
FOR
Crane Load Testing Equipment
1.0 GENERAL
1.1 BACKGROUND
The Coast Guard intends to conduct load testing of crane operations onboard the CGC Storis using water weight bags to verify safe operational capacity in accordance with applicable safety and readiness requirements. Load testing is a critical preventative maintenance and certification activity that ensures lifting equipment functions within its rated limits, thereby reducing the risk of accidents, equipment failure, or mission delays. The use of water weight bags allows for controlled, measurable, and environmentally responsible testing that can be performed within the ship’s operational environment. Past DHS and Coast Guard acquisition practices require adherence to the Federal Acquisition Regulation (FAR) and Coast Guard Acquisition Procedures (CGAP) for procurement of such testing services, including safety compliance, environmental considerations, and financial accountability. This effort aligns with broader readiness and asset maintenance programs to keep mission-essential equipment operational and compliant with statutory and regulatory standards, directly supporting the Coast Guard’s mission effectiveness.
1.2 SCOPE
The contractor shall provide all labor, equipment, and materials necessary to supply and deliver water weight bags for use in load testing of crane systems onboard the CGC Storis. The work includes furnishing water weight bags of appropriate rated capacities, associated rigging hardware, and any required documentation verifying compliance with applicable safety and testing standards. Services shall be limited to the provision and support of the water weight bags for the specific purpose of crane load testing; this procurement does not cover the inspection, maintenance, repair, or certification of the crane itself, nor any unrelated lifting or cargo-handling operations. All work shall be performed in accordance with applicable Coast Guard safety procedures, DHS acquisition requirements, and environmental considerations, ensuring no adverse impact to ship operations outside the agreed testing period.
1.3 OBJECTIVE
The objective of this procurement is to obtain water weight bags and related rigging equipment necessary to safely and accurately conduct load testing of the CGC Storis ’crane systems. The goal is to verify the cranes ’operational capacity in accordance with applicable safety and certification requirements, ensuring they can reliably perform mission-related lifting tasks without risk of failure. The water weight bags will enable controlled, measurable load application in the vessel’s operational environment, and the results of the testing will be used to document compliance, maintain readiness, and support continued certification of the crane systems for Coast Guard operations.
