About this opportunity
The Department of the Army intends to solicit crane services for satellite communications antenna de-installation in Virginia, with a sources-sought response deadline of July 29, 2026. No set-aside applies. Place of performance is Building 352, 5102 Relay Road, Chesapeake, Virginia (NAVSATCOMFAC Northwest Annex).
The contractor shall provide crane services for two separate three-day consecutive operational periods between September 21 and November 2, 2026, for the de-installation of two 16.4-meter satellite communications antennas at Tobyhanna Army Depot. The primary lifts involve a 53-foot diameter parabolic reflector dish weighing approximately 40,000 pounds and an antenna base (king post) weighing 37,500 pounds. The contractor is responsible for selecting appropriate crane sizes and lift capacity, creating lift plans for government approval prior to September 21, 2026, providing all logistics to transport equipment to and from the site, on-site setup and disassembly, and furnishing dunnage and plates for unlevel ground conditions. Tobyhanna Army Depot will provide all riggers, rigging, and rigging hardware.
The anticipated contract vehicle is a firm-fixed-price purchase order under NAICS code 238990 (Other Specialty Trade Contractors), to be issued by Army Contracting Command (ACC) Aberdeen Proving Ground, Tobyhanna Division. Contractor personnel must be entered into the DBIDS system for base access, possess two forms of government-issued identification with REAL ID-compliant driver's licenses, and comply with all safety and environmental requirements. A Project Manager must be available for telephone communication and site attendance during standard business hours Monday through Friday.
Interested vendors must submit responses to Kaila Black, Purchasing Agent (kaila.e.black.civ@army.mil), including company name and address, point of contact, telephone, email, CAGE code, primary NAICS code, business size, SAM registration status, and GSA Schedule number if applicable.
