About this opportunity

The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) is seeking Adult CPR/AED/First Aid Training services from a qualified provider. The training must be delivered by an instructor certified by the American Red Cross (ARC) or American Heart Association (AHA), focusing on first aid topics related to electrical safety for employees working with equipment over 30 volts. The contract will be awarded using a lowest-price, technically acceptable (LPTA) evaluation methodology, with technical acceptability determined by instructor certification, compliance with ARC/AHA standards, and submission of fixed pricing for all Contract Line Item Numbers (CLINs). Quotes must be electronically submitted to Kenneth Chaffey by May 2, 2025, at 4:00 PM EST, with a minimum quote validity of 60 days. The solicitation requires comprehensive training materials, including mannequins, AED equipment, and videos, with certification cards to be issued within 14 calendar days of course completion.

The contract is a 100% small business set-aside with a NAICS code of 611699 and a small business size standard of $16.5 million. The procurement includes a base year of training with option years extending through fiscal year 2027, with each training session limited to a maximum of ten attendees. Training will be conducted at the NUWCDIVNPT facility in Newport, Rhode Island, and funded through overhead funding, specifically targeting Code 10 personnel. Contractors must comply with strict security protocols, including protection of controlled unclassified information and adherence to OPSEC guidelines. Payment will be processed through Wide Area Workflow (WAWF), and vendors must be actively registered in the System for Award Management (SAM). The government reserves the right to consider past performance information, with negative ratings in the Supplier Performance Risk System (SPRS) potentially rendering a quote technically unacceptable.

Update #3 · Latest ·

The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) requires American Red Cross (ARC), American Heart Association (AHA), or equivalent ARC or AHA adult CPR/AED/First Aid Training, as detailed in Attachment 1.

Amendment 0002 updates the Statement of Work (SOW) topics language and removes confined-space requirement, please review the REV 0002 versions of the RFQ and SOW for the most current information and changes.

Amendment 0001 updates the RFQ and the statement of work, and provides responses to the following industry questions:

1. The Statement of Work specifies a minimum of 10 students per class, but need to know the maximum number of students expected per class.

Amendment 0001 revises the SOW from minimum of 10 students per class to maximum of 10 students per class.

2. Is it acceptable to provide the quote as a price per student, as training costs are variable based on the number of students enrolled in any class?

See response to Question 1.

3. Our company maintains a national network of licensed American Red Cross trainers, and we assign a trainer to a class at time of scheduling. Would it be acceptable to provide a blanket statement from the American Red Cross that shows our company and trainers are qualified to teach American Red Cross courses nationally?

We will require individual certificates for each instructor that is being proposed.

4. We are able to deliver an American Heart Association (AHA) certified program that addresses all listed topics with the exception of Confined Space. Could you please clarify whether the government is seeking a full standalone Confined Space Awareness module (typically a minimum of four hours), or if this topic can be integrated into the existing 7-hour First Aid/CPR/AED training format?

Please integrate into the training format.

5. How many individuals will need certification (potential total after all options)?

If all lines are exercised with the maximum number of attendees (10) per class, it would potentially be 470 individuals total.

6. Does the government provide the space on the government facility to train the 10 attendees? What are the class dates during each CLIN?

The Statement of Work confirms class location to be on the NUWC training site, which can host the required number of attendees. The class dates and exact location are to be determined by the Government and the contactor during the Period of Performance dates listed on the RFQ.
