About this opportunity
Norfolk Naval Shipyard (NNSY), under the Department of the Navy Naval Sea Systems Command, is conducting market research to identify qualified sources for testing, inspection, filling, and repair services of Combination Pressure Demand Breathing Apparatus (CPDBA) and regulators. The procurement is being handled as a pre-solicitation notice in accordance with Federal Acquisition Regulation (FAR) Part 10, classified under NAICS code 541990 (All Other Professional, Scientific, and Technical Services). Qualified contractors must demonstrate the capability to perform 100 percent of the required efforts, which include annual inspections conducted twice yearly, flow and pressure testing conducted by trained personnel per manufacturer specifications, and repairs performed by MSA-certified repair technicians. The government anticipates issuing a Firm Fixed Price contract and has expressed preference for small business responses, though no specific evaluation criteria beyond capability demonstration have been outlined in this market research phase. Interested parties must submit responses by February 5, 2026 at 11:00 AM, with the submission to include company contact information, CAGE code, DUNS number, socioeconomic status (if applicable), and a detailed capabilities statement addressing the company's ability to perform all required services.
This pre-solicitation is designated as a Total Small Business set-aside, restricting competition to certified small business entities. The contractor will be responsible for servicing approximately 134 regulators and 50 CPDBA bottles with a 14-day turnaround requirement for inspection, testing, and repairs. The contract period of performance extends from April 6, 2026 through April 5, 2027 as the base year, with four optional one-year periods extending through April 5, 2031, providing potential for a five-year engagement. Work must be performed during standard shipyard operating hours (7:20 AM to 3:30 PM, Monday through Friday) at NNSY in Portsmouth, Virginia, and contractor personnel must obtain DBIDS cards for facility access and comply with Federal OSHA requirements and shipyard safety protocols. No specific budget or award value has been disclosed in this market research notice, which is issued for informational purposes only and does not constitute a commitment to award a contract or compensate respondents for their information.
