About this opportunity
The Department of the Navy Naval Facilities Engineering Command seeks replacement of runway switches at Marine Corps Air Station Cherry Point, North Carolina, with proposals due September 17, 2026. This procurement is restricted to the seven pre-qualified General MACC small business contractors listed on the existing IDIQ contract: Quadrant Construction, Blue Rock Structures, Bristol General Contractors, Joyce & Associates Construction Inc., Military & Federal Construction Co., P&S Construction, and Syncon LLC. No other contractors may propose.
Place of performance is MCAS Cherry Point, NC 28533. The scope involves demolishing four existing 15KV S&C pad-mounted air switches at runway locations P21, P22, P30, and R6, and installing new S&C pad-mounted SF6 switches on new concrete box pads. Each switch replacement requires a power outage limited to 48 hours maximum while maintaining runway operations. Existing Tee splices in adjacent manholes will be replaced with dead front junctions in above-ground junction box enclosures. Cost estimation ranges between $1,000,000 and $5,000,000. The project must be completed within 240 calendar days of award. A mandatory site visit is scheduled for September 3, 2026 at 0900 local time. Pre-proposal inquiries are due by September 9, 2026 at 1200 local time using the Master PPI Form. Davis-Bacon Act wage determinations apply for Craven, Jones, and Pamlico counties in North Carolina. Bond requirements are tiered by proposal amount: no bonds for $35,000 or less; payment bonds only for proposals exceeding $35,000 but not exceeding $150,000; and bid, payment, and performance bonds for proposals exceeding $150,000. The contractor must obtain security badges, mobilize within 60 days of award, conduct a pre-construction conference within 35 days, and employ a superintendent with minimum 10 years construction experience, five of which must be as superintendent on similar projects. Award is made on lowest price without discussions unless the Government determines discussions are necessary. NAICS code 236220, Commercial and Institutional Building Construction; PSC Z2JZ, Repair or Alteration of Miscellaneous Buildings.
