About this opportunity

The Drug Enforcement Administration (DEA) has issued a Special Notice announcing its intent to procure covert audio/video surveillance devices through a sole source acquisition. The DEA plans to negotiate exclusively with Saul Mineroff Electronics, Inc., located in Elmont, New York, for the acquisition of concealment devices and specialized surveillance equipment. This procurement will be conducted under FAR Part 13 Simplified Acquisition Procedures as a firm-fixed price purchase order. The notice applies to NAICS Code 334310 (Other Communications Equipment Manufacturing) and falls under the video recording and reproducing equipment category. The total estimated value of this specialized surveillance equipment acquisition is $62,509.00.

The purpose of this sole source procurement is to acquire a specialized hotel combo surveillance kit containing Condor and Sparrow2 covert audio/video devices with integrated wifi/LTE capabilities, internal hard drives, and 11 custom concealment devices. Vendors who believe they can meet the government's requirements may submit capability statements electronically to Robert.A.JonesJr@dea.gov by the deadline of September 2, 2025, at 10:00 AM EST. The DEA has justified this sole source approach based on market research indicating that these proprietary surveillance products are exclusively available through Saul Mineroff Electronics and are sold only to federal, military, state, and local law enforcement agencies. The agency emphasizes that this notice is not a request for competitive quotation, and no Request for Quotation will be made available. A Justification for Sole Source will be posted 14 days following the contract award, and the anticipated delivery date is September 30, 2025.
