About this opportunity
The Department of Homeland Security Customs and Border Protection seeks firm-fixed-price quotes for design, delivery, and support of three iterations of a Courtroom Testimony and Report Writing Training course for the Yuma Border Patrol Station, with quotes due June 4, 2026 and written questions due June 2 at 12:00 PM MST. This is a total small business set-aside.
Place of performance is Yuma Sector Border Patrol Headquarters, 4151 S Avenue A, Yuma, Arizona 85365. The course targets personnel from the Yuma Station Highway Interdiction Team and supervisors involved in currency and contraband seizure operations. Training must improve case quality for Treasury Forfeiture Fund missions by strengthening written articulation of observations, chain-of-custody documentation, and witness testimony while reducing suppression risk.
The contractor shall execute four primary tasks: conduct a planning and curriculum alignment kickoff meeting within 30 days of award; develop course materials and practical exercises including instructor and student guides, realistic interdiction scenarios, mock testimony exercises, and templates 15 days before first delivery; conduct two two-day course iterations for up to 25 students each with instructors possessing law enforcement legal experience, including writing labs and mock testimony sessions; and submit an After-Action Report within 30 days of course completion. Period of performance extends from award through September 30, 2026. Contractor personnel must comply with CBP facility access requirements and background checks; work involves Law Enforcement Sensitive and For Official Use Only information.
Evaluation uses lowest price technically acceptable (LPTA) methodology, with technical scored as Pass/Fail against SOW requirements and price evaluated for reasonableness. The NAICS code is 611519, Other Technical and Trade Schools; PSC is U099. Quotes must be submitted to Jesus Solis at jesus.solis@cbp.dhs.gov.
