About this opportunity

The Drug Enforcement Administration is seeking qualified vendors to provide court reporting and verbatim transcription services for formal meetings conducted under the Administrative Procedure Act related to employment litigation cases. The services encompass formal depositions, conferences, and hearings where court reporters must record proceedings including witness testimonies and cross-examinations, with coverage required across the United States, Puerto Rico, and the Virgin Islands. Contractors must also provide transcription services for pre-recorded audio or visual materials when needed. The contract requires strict security clearance with only U.S. citizens permitted to perform services under a Sensitive But Unclassified access level. Interested vendors must submit capability statements detailing company information, business size, experience, past performance, and relevant capabilities to Ana.M.Villanueva@dea.gov by October 3rd, 2025 at 12:00 PM EST. This Sources Sought Notice is purely for market research and planning purposes to identify potential sources and assess acquisition strategies.

No set-aside designation has been specified for this opportunity, though the DEA indicates they are assessing the feasibility of implementing a small business set-aside based on market research responses. The notice does not identify any current incumbents or existing contractors providing these services to the Office of Chief Counsel's Employment and Defensive Litigation Section. No contract value ranges or budget estimates are disclosed in the pre-solicitation materials. The geographic scope spans three jurisdictions requiring nationwide service capability, though specific volume projections for meetings, depositions, or transcript pages are not provided. The timeline for service delivery appears to be ongoing rather than a fixed-term project, suggesting this may be an indefinite delivery/indefinite quantity type arrangement. The NAICS code 561492 for Court Reporting and Stenotype Services indicates the specialized nature of the required capabilities.
