About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center is seeking white papers from industry on innovative commercial solutions for the Counter-Air Missile Program (CAMP), a ground-launched missile system with potential evolution into an air-to-air capability. Respondents must address system concepts, program approach, pricing, organizational structure, engineering capabilities, and past experience in missile system integration, flight control, target tracking, warhead implementation, and rapid prototyping. Key objectives include developing an affordable, modular, and highly producible missile system compliant with the Weapon Open Systems Architecture (WOSA) technical standard, adopting a digital-first approach with software development kits, ensuring comprehensive data rights, and prioritizing exportability. The government emphasizes it will use submitted white papers for planning purposes only to inform acquisition strategy, and responses are strictly voluntary with no commitment for future work or payment of costs. White papers must not exceed 15 pages and are due by December 16, 2025, with the government potentially requesting additional information or conducting follow-up calls with selected respondents.

This is a pre-solicitation notice with no set-aside designation, and interested parties are explicitly encouraged to respond, including small businesses and non-traditional vendors. The program targets an All-Up Round (AUR) cost below $500,000 with annual production quantities of 1,000-3,500 units, and the government plans a 24-month initial phase focusing on ground-launched configuration development with a first flight test target within 9 months. The acquisition may utilize either the Eglin Wide Agile Acquisition Contract (EWAAC) or the Commercial Solutions Opening (CSO) contract vehicle, though the government has not restricted itself to any ultimate acquisition approach. Controlled Unclassified Information (CUI) appendices and the M-Series Playbook are available upon request from the designated government contact. No current incumbent contractors are identified in this pre-solicitation phase, and submittals will not be returned to respondents.
