This document is a Questions and Answers (Q&A) file for Solicitation FA8658-26-R-0001, dated 1 December 2025, related to the CAMP (Counter Air Mission Prototype) effort. The government is seeking industry proposals for developing an affordable, open, modular, and highly producible ground-launched air defense capability with a focus on denying enemy air offensive strikes. Key characteristics include exploring distributed unmanned ground launch systems, compatibility with DAF/Joint integrated fire control systems, and adherence to Weapon Government Reference Architecture (wGRA) standards.

The solicitation allows significant industry flexibility, encouraging vendors to propose innovative approaches for a ground-launched capability with a target 24-month development cycle. Notable requirements include using CAMEO software, SysML modeling language, and potential MOATEL testing for maximizing Weapon Open Systems Architecture (WOSA) compliance. The response deadline has been extended to 16 December 2025, and the government is open to vendor recommendations on program approach, timeline, and capability development. Vendors are also invited to indicate willingness to have their component or enabling capabilities responses shared with other potential respondents.

FA8658-26-R-0001 Questions Answers - 1 Dec 25

Question Answer

Could you define "Large, non-fighter air targets" in terms of size, RCS or provide a representative example?

The Government does not intend to constrain trade space by defining specific target characteristics. CAMP aims to demonstrate a capability that can deny an enemy's ability to carry out offensive strikes from the air by threatening air targets too large to exhibit fighter-like performance.

Could you define "DAF/Joint integrated fire control systems" interface (RF frequency band, data rate, etc.)?

The Government encourages industry to explore possible fire control and cuing solutions that are compatible with current DAF/Joint systems. A specific fire control solution has not been identified at this time.

What are the requirements associated with "Launch On Remote?"

The Government intends for industry to explore multiple employment concepts including distributed unmanned ground launched systems, but will not constrain the trade space by defining further requirements at this time. We expect further requirements specification would occur iteratively in an incremental capability cycle.

Request an extension of two weeks to 12/16/25. Is this possible?

The Government has extended the response deadline to 16 Dec 2025

5 Please confirm that “Ask Me Anything” will not be held as stated in Sam.gov solicitation.

The Government will not hold an "ask-me-anything" in conjunction with this request for white papers.

Does the range apply to the ground launch system/scenario, or is the ground launched demo designed to prove out performance models indicating the objective range can be achieved in the air launched scenario? If it does apply, what are the expected altitude and time requirements of Ground System?

The CAMP aims to prototype and demonstrate a ground-launched capability that is a viable pathway to a low-cost air-to-air missile. The Tier 1 and Tier 2 Key Performance Parameters (KPPs) apply to a ground launched capability.

No KPPs are specified for an air launched capability at this time.

Is there any guidance on format for the White Papers? I only see a "Not to Exceed 15 pages" direction but nothing on font, font size, paper margins, etc.7

Can you please confirm there are no restrictions on those aspects?

Do you anticipate utilizing a satellite-based or ground-based link for in-flight updates?

The Government encourages industry to explore cuing solutions that are compatible with current DAF/Joint systems. A specific cuing solution has not been identified at this time.

We have a question on the Phasing approach.

Is the "desired Phase I period of performance" at 24 months a budget-driven period?

Our question goes to the reality that we have a system that is already mature enough to greatly reduce that time frame. We are confident that we coiled pull that period at least 6 if not 12 months left.

We didn't want to put this in the proposal if it is ultimately not attractive or helpful. In other words, perhaps resources are not available to initiate Phase II earlier.

Seeking clarification regarding Section IV: Data Rights, specifically concerning the mention of data ownership. Could you please confirm if the intent is to address data rights rather than data ownership? Data rights (v. data ownership) is consistent with other language in Section IV, such as the reference to “form, fit, and function” data, which, under DFARS 252.227-7013(c)(1)(iv), grants the USG Unlimited Rights. Additionally, the data ownership language in Section IV is inconsistent with 10 U.S.C. §3771(b)(8)(A) which prohibits the USG from requiring a contractor to relinquish intellectual property (IP) rights unless the IP falls within the categories specified in the referenced -7013 subsection. Could you confirm alignment with these provisions?

The intent is to address data rights, not data ownership. The USG is not seeking to own the data, just to obtain license for use of the data rights at the appropriate level.

Can you please extend the submittal date.

The Government has extended the response deadline to 16 Dec 2025

The Government has no additional guidance on white paper format.

The Government is interested in industry providing their recommended viable program approach and overall period of performance including recommended capability cycles durations. We expect timeline reccomendations from industry to vary and welcome the input.

What is the Threshold fire control system required?

The Government encourages industry to explore possible fire control and cuing solutions that are compatible with current DAF/Joint systems. A specific fire control solution has not been identified at this time.

What is the existing transportable launch systems required?

The Government encourages industry to explore possible launch systems for integration. A specific launch system solution has not been identified at this time.

What level of launch system & fire control GFI will be provided at contract award to support integration efforts? (TDPs, specs, ICDs, etc.)Are there any size, weight, or material limitations?

The Government intends for industry to explore multiple employment concepts and integration opportunities including distributed unmanned ground launched systems, but will not constrain the trade space by defining further requirements at this time. We expect further requirements specification would occur iteratively in an incremental capability cycle.

Is there a preferred MBSE software or API for this effort? (CAMEO, SysML)

For intended utilization of the Weapon Government Reference Architecture (wGRA), the CAMEO software is required and the wGRA utilizes SysML as its modeling language

Is there a TRL required at the end of 24-months, does this apply to each component, or AUR or can they be different?

The Government has not specified a required TRL at this time but states on page 2 that Phase 1 should realize a ground launch configuration and deliver a Product Level TDP within the 24 month (or industry proposed duration) of the Phase 1 Period of Performance.

Can you provide approximate sizes for ‘Large’ and ‘Small’ targets?

The Government does not intend to constrain trade space by defining specific target characteristics. CAMP aims to demonstrate a capability that can deny an enemy's ability to carry out offensive strikes from the air by threatening air targets too large to exhibit fighter-like performance.

18 What is the anticipated level of Government support for executing the flight test demonstration at 9 months?

The Government requests industry responses to address the desired and innovative partnership approach to the CAMP effort.

Will there be a formal requirements document provided at contract award or will all requirement derivation start from the ‘(CUI) CAMP Request for White Papers APPENDIX’ document?

The Government has not specificed a strategy for future CAMP solicitations at this time. The government intends to follow best practices outlined in the M-Series Playbook for requirements.

Given the highest priority of this effort is the development and demonstration of an affordable, open system, modular, and highly producible ground-launched capability in nine months, it will be imperative that the All Up Round (AUR) manufacturers move fast to implement and comply with WOSA requirements. To expedite this critical part of the solution, would the Government consider sharing responses from vendors with “enabling capabilities” with other interested vendors?

Yes. Vendor responses with component or enabling capabilities should indicate if they would like for their response (or a subset of it) to be shared with other respondents. Please mark your response appropriately for distribution.

Does the Government envision a requirement for having a Government-owned test and verification capability for rapid modification and regression testing of tactical software without impacting safety-critical elements like the launch sequence or safe separation software, thereby facilitating agile development and deployment cycles?

The Government is interested in Agile development and deployment cycles and welcomes industry input on key enablers to meet this desired approach.

At what point during the 24 month period of performance does the Government anticipate the vendor going through MOATEL testing for their solution?

The Government is interested in industry providing their recommended viable program approach and an identification of key activities in the schedule proposed. MOATEL testing will certianly be of high value as maximized compliance with WOSA is desired.
