About this opportunity
The United States Department of Agriculture (USDA) Agricultural Research Service is seeking to procure 30 bags of Phytogen 415 W3FE cotton seed for its Grasslands Soil and Water Research Laboratory in Riesel, Texas. The solicitation (No. 12805B25Q0115) requires cotton seed with specific technological traits, including Enlist technology for herbicide resistance and Trio seed treatment for insect and fungi protection. Vendors must be authorized manufacturers with an active SAM registration and submit a comprehensive quote package that includes a transmittal summary letter, completed SF18 form, pricing document, and vendor verification. The procurement will use a Lowest Price Technically Acceptable (LPTA) evaluation methodology, considering technical acceptance, past performance, and price. Quotes must be submitted via email to Laura Nessa by 2:00 p.m. Central Time on April 1, 2025, with the offer valid for at least 60 days after receipt.
The solicitation is not set aside for small businesses and is open to all business sizes within the NAICS category 111920 (Cotton Farming) with a small business size standard of $3.25 million. The government intends to award a firm fixed-price purchase order for the cotton seed, with delivery scheduled between April 7 and May 7, 2025, to the USDA ARS facility at 1702 Blackland Road in Riesel, TX. Vendors must comply with specific requirements, such as prohibiting Dicamba technology traits and providing biweekly crop scouting services for insects and weed control. The contract will incorporate standard Federal Acquisition Regulation (FAR) clauses, including 52.212-1 through 52.212-5, and other associated terms and conditions. The total procurement appears to be a relatively small-scale agricultural research project focused on obtaining specialized cotton seed with specific technological and performance characteristics.
