About this opportunity

The Defense Health Agency is issuing a Request for Information (RFI) to identify potential sources for a Cost Per Results Reportable (CPRR) Automated Hematology Analyzer system for Naval Medical Center Portsmouth. This pre-solicitation notice seeks to establish whether the required supplies are commercial in nature and to gather information for planning purposes; responses do not constitute binding offers or contracts. The required system must deliver reliable, high-throughput hematology analysis capable of processing at least 200 specimens per hour, utilize fluorescent flow cytometry technology to analyze RNA and DNA content, and support timely and accurate diagnostic results for patient care. The RFI was posted on March 10, 2026, with responses due by March 25, 2026; however, this is a pre-solicitation notice only, and no formal solicitation currently exists. Interested parties should monitor the website for the release of a formal Request for Proposal and note that phone calls will not be accepted and questions concerning future RFP requirements cannot be entertained at this time.

This procurement is not designated as a set-aside and no current contractor information is provided in the pre-solicitation notice. The statement of work indicates a lease arrangement for duplicate hematology analyzers with related software, reagents, and comprehensive maintenance support services, though no specific budget or award value is disclosed at this stage. The contract period of performance would span from June 1, 2026, through May 31, 2027, with four option years and an optional six-month extension through November 30, 2031, replacing the current contract that expires on August 31, 2026. The system must be FDA-approved, capable of interfacing with MHS Genesis and HL7/TCP-IP protocols, process specimens with aspiration volumes not exceeding 100 microliters, and include comprehensive automation capabilities such as automated slide makers, stainers, specimen distribution tracking, and tube sorters. The contractor will be responsible for all installation, validation, implementation, and 24/7 technical support, as well as establishing secure B2B Gateway connectivity and VPN device procurement.
