About this opportunity

The Department of Justice Bureau of Prisons Field Acquisition Office is seeking a post-secondary institution, vocational training school, or industry-based school to provide a cosmetology training program at the Federal Prison Camp in Bryan, Texas. The selected contractor will offer approximately 25 student sessions annually, with each session covering one inmate's full tuition for instruction leading to a college certificate, industry-recognized certification, or transferable credits in cosmetology. Courses will occur five days a week for three hours each meeting, excluding federal holidays. Responses to the market research questionnaire are due by December 20, 2023.

There is no set-aside designation for this procurement. The contractor will provide an estimated maximum of 25 sessions per year, with each session expected to last approximately 3-6 months. Courses will be offered between 7:30 a.m. to 3:00 p.m. or 5:30 p.m. to 7:30 p.m. Monday through Friday, excluding federal holidays. The initial contract period will be one base year with four optional one-year renewal periods.

Cosmetology Program in accordance with the statement of work.   A session is defined as one student's tuition for the certification program.   The contractor will  provide an estimated maximum of  25 sessions per year.   Number of sessions may be adjusted upon agreement with the Supervisor of Education and the post-secondary institution, vocational training or industry-based school.   Courses taken to complete the session will occur 5 days per week, Monday through Friday, excluding Federal Holidays.  Courses may occur from 7:30 a.m. and 3:00 p.m. and/or between 5:30 p.m. through 7:30 p.m.  Courses usually last 3 hours each and meet 2 times a day.  These hours may be adjusted to meet the needs of the institution.
