MARKET RESEARCH QUESTIONNAIRE
Cosmetology Program
Federal Prison Camp (FPC) Bryan, Texas
The Federal Bureau of Prisons is conducting market research in compliance with Federal
Acquisition Regulation, Part 10. The services will encompass the provision of a post-secondary institution, vocational training or industry-based school that will be responsible for providing instruction and licensing in cosmetology to inmates incarcerated at the FPC Bryan
A session is defined as one student's tuition for the certification program. The contractor shall provide an estimated maximum of 25 sessions per year. Number of sessions may be adjusted upon agreement with the Supervisor of Education and the post-secondary institution, vocational training or industry-based school. Courses taken to complete the session will occur 5 days per week, Monday through Friday, excluding Federal Holidays. Courses may occur from 7:30 a.m.
and 3:00 p.m. and/or between 5:30 p.m. through 7:30 p.m. Courses usually last 3 hours each and meet 2 times a day. These hours may be adjusted to meet the needs of the institution.
The performance period will be for a base year, period from the Effective Date of Award
(EDOA) through 12 months from the EDOA plus four (4) possible 12-month option periods for renewal at the unilateral discretion of the Government.

All potential quoters are advised if a solicitation is issued it will include the clause at
FAR 52.212-4 (July 2013) for Commercial Items. This clause requires all contractors doing business with the Federal Government after September 30, 2003, to be registered in the SAM database. If your company is not registered in SAM, registration can be made at http://www.sam.gov/.
5. The Federal Acquisition Regulation requires the following insurance: Workers’
Compensation and Employer’s liability not less than $100,000 and General Liability no less than $500,00 per occurrence. Are these rates and requirements consistent with the customary commercial practice in the state of Texas?
