About this opportunity

GSA Assisted Acquisition Services is soliciting organizational and intermediate level maintenance support for Marine Aircraft Group 26 and Marine Aircraft Group 29 at Marine Corps Air Station New River, Jacksonville, North Carolina, with proposals due April 27 at 11:00 a.m. Eastern Time and questions due April 20 at 4:00 p.m. Eastern Time. This procurement is a competitive 8(a) set-aside, restricting competition to certified 8(a) Program contractors.

Place of performance is Curtis Road, Jacksonville, North Carolina 28545. The contractor shall provide cleaning, washing, corrosion control prevention and treatment, scheduled and unscheduled maintenance, dynamic components maintenance, composite repair, and general sheet metal carbon fiber repair for MV-22, CH-53 (E and K variants), UH-1Y, and AH-1Z aircraft across ten squadrons, all performed in accordance with Naval Aviation Maintenance Program (NAMP) standards and applicable technical directives. The NAICS code is 488190, Other Support Activities for Air Transportation; the PSC is J015, Maintenance/Repair/Rebuild of Equipment—Aircraft and Airframe Structural Components. No security clearances are required, but personnel must comply with installation security requirements. The contractor must maintain CMMC Level 1 certification for any contractor-provided technology deliverables and provide Section 508 compliance for technology deliverables.

The contract is firm-fixed-price with mandatory labor CLINs covering a one-year base period plus four one-year option periods, beginning July 27, 2026. The contractor must field a recommended complement of 34 personnel across multiple labor categories, including a Quality Assurance Representative/Site Lead with minimum ten years experience. Long-distance travel over 50 miles from MCAS New River is reimbursable; local travel is not. Evaluation weighs Key Personnel and Project Staffing (most important), Technical Approach, and Corporate Experience combined as more important than price. Award will be made on a best-value basis. Amendments 01, 02, and 03 updated the question submission deadline, corrected cybersecurity requirements from CMMI to CMMC Level 1, added HMLA-269 as a supported unit, and provided corrected pricing and staffing plan templates.

GSA Assisted Acquisition Services (AAS) Air Force Navy Space Force is issuing a Request for Proposal (RFP) 47QFSA26R0003, Corrosion Control. The scope of this requirement is to provide Organizational Level (O-Level) and Intermediate Level (I-Level) Maintenance Support for the Marine Aircraft Group 26 & Marine Aircraft Group 29. This RFP is issued by the GSA, Assisted Acquisition Services (AAS). See attached documents for additional details.
