About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 15 seeks construction services to correct facility condition assessment deficiencies at the Tucson Consolidated Mail Outpatient Pharmacy facility, with proposals due September 3, 2026. The procurement is a Service-Disabled Veteran-Owned Small Business set-aside and uses a Lowest Price Technically Acceptable source selection process.

Place of performance is Tucson, Arizona. The work includes roof replacement (full tear-off of existing MOD-BIT membrane and installation of 60 mil TPO system with tapered insulation), HVAC controls integration with the existing Johnson Controls Metasys BACnet system (new HP-19 unit and commissioning of HP-18), electronic security system expansion (Software House CCURE 9000 physical access control, Bosch intrusion detection, and Aiphone intercom systems), generator and fuel tank BACnet integration, leak detection system integration, advanced utility metering on a Schneider Electric platform, structural modifications including concrete retaining walls and elevated metal platforms, fire alarm system coordination, and electrical and site utility work. The facility remains operational during construction. Asbestos sampling confirmed all roof materials are non-detect for asbestos. A 1,000 KW temporary generator with 1,000-gallon fuel tank is required for emergency system cutover work scheduled during weekends or coordinated off-hours.

The contractor must provide a full-time Site Safety and Health Officer and Quality Control Manager; these roles may be filled by qualified subcontractor personnel or contingent staff and may overlap with the Superintendent role if qualifications are met. The contractor bears responsibility for all testing, inspections, BAS software licenses and upgrades, third-party coordination, and utility company coordination.

Evaluation criteria are: Relevant Construction Experience (minimum two to five projects valued at $2 million or more completed within five years as prime contractor on similar hospital or commercial construction); Project Execution (detailed construction schedule with identified phasing, lead times, and milestones); Technical Qualifications and Experience of Proposed Staffing (project manager, on-site superintendent, quality control manager, and safety officer, each with minimum five years of experience); Past Performance (CPARS evaluations or Past Performance Questionnaires); and Prime Contractor's Safety Plan.

Contractors must certify no more than three serious, one repeat, or one willful OSHA or EPA violation in the past three years and provide documentation that their Experience Modification Rate equals or is less than 1.0. Key personnel identified in proposals cannot be substituted without Contracting Officer approval except due to illness, death, or termination of employment. Contractors must submit three volumes electronically: Volume 1 (Technical Proposal with signed SF 1442), Volume 2 (Price Proposal with cost breakdowns by division and safety/environmental compliance documentation), and Volume 3 (Bid Bond) to Billie.Cherico@va.gov. NAICS code is 236220, Commercial and Institutional Building Construction; PSC is Y1EZ.
