The Department of Agriculture Agricultural Research Service seeks corn silage chopping services for the National Animal Disease Center in Ames, Iowa, with quotations due August 28 at 1600 hrs CDT. Place of performance is Ames, Iowa (1920 Dayton Avenue, Ames, IA 50010). The vendor must produce no more than 1,200 total tons of corn silage stored in four to six 200-foot-long bags with diameters of 8, 9 (preferred), or 10 feet. Performance runs September 1 through October 30, 2026, with harvest commencing within four business days of USDA request. The vendor supplies all equipment and labor including choppers, trucks, wagons, tractors, silage baggers, bags, and fuel; NADC provides one tractor or skid loader with fuel and labor for cleaning spills.
Technical requirements include a minimum 3-row chopper head with kernel processor, consistent ¼-inch particle size, moisture content between 62–70% dry matter (performance standard 63–68%), proper packing to eliminate air pockets, airtight seals, and Pioneer Brand 11A44 silage inoculant or equivalent. Documentation must include accurate tonnage records by load and field, with at minimum one of every four loads weighed at certified scales.
Evaluation uses lowest price technically acceptable criteria. Technical acceptability receives an "acceptable" or "unacceptable" rating; past performance is rated acceptable, neutral, or unacceptable. Only the lowest-priced quote is evaluated for technical acceptability; if unacceptable, evaluation proceeds to the next lowest. Service Contract Labor Standards apply with wage determination incorporated at no price adjustment. NAICS 111150; PSC F099. Award is firm-fixed-price to a single vendor. Quotations hold for 90 calendar days. Questions are due July 2 at 1600 hrs CDT.
