About this opportunity

The Bureau of Land Management's Idaho Region is seeking qualified contractors to provide hand-cutting and piling services for juniper trees at the Copper Mountain project located in Fremont County, Wyoming. The work involves cutting juniper trees to stumps no taller than 5 inches using chainsaws only, with no mechanized equipment permitted, and hand-piling the resulting slash according to Performance Work Statement specifications. Contractors must achieve a minimum 95 percent cutting rate based on randomized plot sampling, with an average density of approximately 200 juniper trees per acre across the project area. The solicitation will be evaluated using lowest-price technically acceptable criteria, with technical evaluation factors addressing past performance and technical capability/experience. The original proposal deadline of April 9, 2026 was extended to April 16, 2026 at 0900 Mountain Daylight Time, and the deadline for answering technical questions was extended to April 7, 2026, as reflected in Amendment 0001 and Amendment 0002 issued on March 31, 2026.

This is a small business set-aside contract with a small business size standard of $34 million under NAICS 115310 (Support Activities for Forestry), and there is no incumbent contractor on this new contract area. The base contract covers approximately 150 acres with two optional line items for an additional 20 acres and 28 acres respectively, for a potential total of 198 acres. The period of performance runs from June 15, 2026 to September 25, 2026 (approximately 103 days), with work to be performed in the Copper Mountain area near Worland, Wyoming in Fremont County. Contractors must submit firm-fixed-price quotes on a per-acre basis and acknowledge all amendments prior to proposal submission. The contract will be administered by the BLM Wyoming Wind River/Bighorn District, with Linda Neely serving as the contracting officer.
