About this opportunity

The Library of Congress is procuring robotic camera equipment to replace outdated broadcast cameras in the Coolidge Auditorium of the Thomas Jefferson Building. The solicitation seeks four Sony FR7 Pan/Tilt/Zoom full-frame robotic cameras with associated equipment including multiple lens configurations (28-135mm and 70-200mm/200-600mm options), camera tripods, wall mounts, controllers, SmartShell licenses, video recorders, a production monitor, POE++ network switch, video converters, fiber optic transceivers, and custom wall and floor plates with cables and connectors. The Library requires Sony equipment to maintain interoperability within their Multi Media Group's existing workflow, having successfully deployed Sony FR7 systems in the James Madison Building in 2024. The original solicitation has been amended twice to address offeror questions and technical clarifications, with the final response deadline set for August 18, 2025 at 12:00 PM EDT. All equipment must be delivered within 150 days after the performance start date, with Library staff conducting the actual removal and installation work.

This procurement does not utilize any set-aside designation and is open to all qualified contractors. No current incumbent contractor is identified, though the solicitation references that the existing standard definition cameras have been non-operational for over a decade since their 1997 installation. While no specific contract value is disclosed, the procurement involves substantial audiovisual equipment including four complete robotic camera systems with professional-grade lenses and supporting infrastructure. The work will be performed at the Library of Congress Thomas Jefferson Building in Washington, DC, specifically in the historic Coolidge Auditorium that was originally constructed in 1925 for chamber music performances. The contractor's primary responsibility is equipment procurement and delivery, as the Library's internal staff will handle all physical installation and integration tasks.

Update #3 · Latest ·

The Coolidge Auditorium in the Thomas Jefferson Building was constructed in 1925, designed specifically for chamber music. A facility renovation in 1997 introduced standard definition broadcast cameras to the venue. These cameras are currently powered off and have been out of use for more than a decade. The Library is seeking to replace these cameras and their functionality with current technology. At present all cameras – ENG, full-frame cinema, and robotic – in the Multi Media Group (MMG) fleet are manufactured by Sony. This allows for interoperability within the MMG workflow. For a project completed during calendar year 2024 in the James Madison Building, MMG has installed Sony FR7 Robotic Cameras and control systems. Removal and installation tasks will be conducted by Library staff.

The contractor shall provide robotic cameras with lenses, mounts, controllers, and required accessories.

See attached solicitation and Attachments J-1 - J-3 for more information and offer submission instructions.

Amendment 0001 answers Offeror questions, revises Sections C&F, extends the due date, and adds an attachment. Please see 030ADV25Q0190 0001 and new Attachment J-4 for more information.

Amendment 0002 answers an additional Offeror question. See revised Attachment J-4. The due date remains 08/18/2025 at 12 PM Noon EDT.
