About this file

This document is an Attachment J-4 Questions and Answers document dated 08/05/2025 for the Library of Congress Coolidge Auditorium Robotic Cameras solicitation (030ADV25Q0190). The Q&A addresses technical specifications and clarifications for a camera system procurement, including details about camera placement, lens requirements, and equipment configurations. Key clarifications include: the camera distance from the rear of the auditorium is 70-75 feet, with a preferred tight shot framing; the government is adjusting lens requirements in section C.3.3; control panels do not need to be Sony-specific but must meet listed requirements; and wall plate colors should match existing plates or wall colors.

The document also addresses additional technical specifics such as preferred connector types (compression for BNC, EZ for RJ45), CAT6 cable configuration (unbonded pairs), and production monitor requirements (maximum 6RU rack space). In response to the vendor's questions, the Library agreed to extend the RFP due date to August 15th at 5pm ET. The Q&A further clarifies that Section J refers to attachment lists and Section L refers to quote submission volumes, addressing the vendor's confusion about the solicitation's structure for what is essentially a equipment "box sale" rather than an integration project.

Attachment J-4 – Questions & Answers 08/05/2025

1. Please specify the distance from the rear of the auditorium to the furthest object you plan to frame on the stage.

Answer: The distance from the camera in the rear of the auditorium to the stage is about 70 - 75 feet, depending on lectern placement.

2. Please specify what framing you expect relative to question #1. Is it a tight shot (head and shoulders), medium shot (torso) or wide shot (head to foot).

Answer: Preferred framing is for a tight shot, but a medium shot including some of the torso is acceptable.

3. The 200 - 600 mm lenses specified exceed the payload capacity of the pan-tilt heads specified. The longest focal length that does not is up to 200mm. Is the government willing to accept this?

Answer: We are adjusting the requirement for the 200-600mm lens in C.3.3.

4. If the answer is no for question #3, is the government willing to accept a different manufacturer's control panel that may be outside of the Sony control system?

Answer: Yes. The control panel does not have to be a Sony control system but must meet all the requirements listed in C.3.6.

5. If the answer is no for question #3, is the government willing to accept a lens that is within the payload limits of the PTZ but under the zoom specifications of 200- 600mm?

Answer: Please see the adjusted lens requirement in C.3.3.

6. Are there any color requirements for the blank or custom engraved plates, i.e. black face plate with steel/aluminum reveal?

Answer: We would like the plates engraved. For the wall plates, these should closely match the current plate or the color of the wall since these will be visible to attendees. We can provide a paint code from the Architect of the Capitol (AOC). For the floor boxes, the custom plates can be black with steel/aluminum reveal, or another color scheme – since these will not be visible to attendees.

7. Production monitor - do you want the physical width of the monitor to be 19" or a monitor that is able to rack mount, i,e. Chief makes a rack mount for monitor bezels that are wider than 19".

Answer: We require a monitor that is takes up a maximum of 6RU, viewing area can be less than 19”.

8. BNC connectors - do you prefer compression or crimp and do you need tools (stripers and crimpers/compression)?

Answer: Currently we have strippers and crimpers for 12G cable and would not require any tools. Compression connectors are preferred and would require a compression tool for 12G cable.

9. RJ45 connectors - do you prefer EZ connectors or non-EZ?

Answer: EZ connectors are preferred.

10. CAT6 - bonded or unbonded pairs?

Answer: Unbonded pairs.

11. Given that we don’t have the answers to these questions yet, can you please push back the due date of the RFP by one week, to August 15th at 5pm ET?

Answer: Yes, the Library will extend the due date.

12. Section J references past performance, brand name justification and photographs.

We are not sure what you are asking for, as these are usually associated with a integration project, and this is a box sale.

Answer: Section J is the list of attachments to the solicitation. These documents are provided to Offerors by the Library and are uploaded alongside the solicitation to SAM.gov.

13. Same for Section L, L.4 specifically, speaks to Volumes. There are no SOW's, as this is a box sale.

Answer: Volumes refer to the quote contents Offerors must submit to the Library as part of their quote. SOW refers to the Library’s SOW, which is Section C of the solicitation.
