About this opportunity
The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is seeking to procure Controlled Pitch Propeller (CPP) spares for various Navy ship classes including DDG-51, LPD-17, and LHA-6/LHD-8. The agency intends to award a sole-source Basic Ordering Agreement (BOA) to Rolls-Royce Marine North America (RRMNA) using FAR 6.302-1, citing that only RRMNA meets their specific requirements. Vendors interested in responding must submit capability statements electronically to Contract Specialist Phil Sawicki by January 3, 2025, at 5:00 PM. The submissions must not exceed ten pages and include a cover page with company details such as CAGE Code, business size status, and points of contact. The sources sought notice is explicitly for market research purposes and does not constitute a formal Request for Proposal, with the government emphasizing that no compensation will be provided for response preparation.
The procurement is not set aside for any specific business category and appears to be a follow-on to a previous BOA (N6449820G0002) with RRMNA. The draft Statement of Work outlines manufacturing requirements for 22 different line items across three component types, including propeller hubs, oil distribution boxes, and blade sets. Contractors must maintain NAVSEA-approved welding and non-destructive testing procedures, possess a quality management system compliant with ISO 9001, and hold a facility security clearance at the CONFIDENTIAL level. While no specific award value is mentioned, the detailed technical requirements suggest a complex and specialized procurement. The work will be performed entirely at the contractor's facility, with no travel required, and involves monthly status reporting and strict certification documentation protocols.

SOURCES SOUGHT NOTICE FOR NAVAL SURFACE WARFARE CENTER PHILADELPHIA DIVISION (NSWCPD)
Naval Surface Warfare Center, Philadelphia Division (NSWCPD). NSWCPD has a requirement to procure Controlled Pitch Propeller (CPP) spares. See attached draft Statement of Work (SOW) for further details regarding this requirement. This is a follow-on procurement to a previous sole source BOA awarded to RRMNA, BOA N6449820G0002.
NSWCPD intends to issue a solicitation to the specified vendor to meet mission requirements. Prior to issuing an other than full and open competition solicitation, NSWCPD is requesting information in order to make an informed determination regarding procurement strategy.
