About this opportunity
The Defense Logistics Agency - Energy (DLA) is seeking capability statements for Contractor Owned Contractor Operated (COCO) fuel storage and handling services at facilities in the Port of Darwin, Australia. The contractor will be responsible for receiving, storing, protecting, and issuing U.S. government-owned petroleum products including Turbine Fuel Aviation Grade JP-5, Commercial Grade Jet A-1, and Aviation Grade JP-8 in accordance with military specifications. Key requirements include additive injection capability for three additives to re-grade Commercial Grade Jet A-1 into JP-8, and the ability to re-grade JP-5 or Jet A-1 to JP-8 as needed. The contractor must manage all aspects of facility operations including maintenance, product quality surveillance, inventory control, accounting, security, safety, and environmental protection. Capability statements were due by August 29, 2025, though the government has indicated its intention to extend the current contract rather than conduct a full competition.
This procurement operates under NAICS code 493190 (Other Warehouse and Storage) with no set-aside designation, making it unrestricted and open to all qualified sources. The storage facility must have adequate combined capacity to store 1,200,000 barrels of JP-5 fuel and 700,000 barrels of Commercial Grade Jet A-1, with all storage available at a single facility upon contract award. The period of performance runs from September 13, 2025, through September 12, 2026, with award scheduled to occur on or before September 12, 2025. While the notice requests capability statements from all responsible sources, DLA has explicitly stated its current intention to extend the existing contract, suggesting there is an incumbent contractor already providing these services. The notice does not specify contract value ranges or identify the current contractor by name.
