About this opportunity
The Department of the Army is conducting market research for contractor-owned, contractor-operated aviation support services to the U.S. Army Counterintelligence Command, with responses due by October 7, 2026. This is a sources-sought notice only; no contract award will result from this announcement. Full and open competition is anticipated.
The requirement supports Intelligence, Surveillance, and Reconnaissance operations across counterintelligence, human intelligence, and security enterprise missions within the Continental United States, Alaska, Hawaii, and Puerto Rico. Performance must occur within 75 nautical miles of Fort George G. Meade. The anticipated contract structure spans 66 months: a 12-month base period plus four 12-month option periods and one six-month option, with performance beginning in the fourth quarter of 2027.
The Government seeks vendors with current ownership, lease, or access to at least two King Air 350 aircraft or equivalent, with potential for a third aircraft. Anticipated workload is up to 1,800 flight hours per year, approximately 150 hours per month. The requirement is classified under NAICS 541990 (All Other Professional, Scientific, and Technical Services) and PSC R423 (Support—Professional: Intelligence).
The Government proposes a tiered pricing structure: fixed-price aircraft costs and fixed-price per-flight-hour rates across three tiers (0–400, 401–800, 801–1,200 hours) plus a surge tier (1,201–1,800 hours), with fuel and travel costs reimbursable with no fee. Responses are limited to five pages and must include CAGE code, UEI number, and business size status. The Government welcomes vendor feedback on alternative operational concepts, best commercial practices, and risk mitigation strategies. Responses are due electronically by 4:00 PM ET on October 7, 2026.
