3. Place of Performance: The Government requires the vendor place of performance to be within 75 nautical miles of Fort George G. Meade. Are there any specific limitations, risks, or market constraints that a vendor would encounter when trying to establish operations within the 75-mile radius?
4. Maintenance: Detail your firms experience with maintenance on King Air 350 (or equivalent) aircrafts.
The Government is contemplating the following pricing structure for this requirement.

Questions for Industry –
1. Does the intended CLIN structure place the scope / cost elements covered within the appropriate CLINs?
a. The Government’s intent is to instruct offerors to develop a firm fixed price for those items that can be reasonably estimated and defined with the shared risk of a firm fixed price CLIN.
b. The Government’s intent is to solicit for an “all-inclusive” price per flight hour that will be paid to the successful contractor for each flight hour. A primary goal of pricing fixed hourly rates is to develop a pricing strategy more in-line with commercial pricing methods, instead of pricing individual hours and items on a cost reimbursable basis.
i. Notice cost reimbursable CLINs for fuel and travel only. All other items are to be included in the hourly rate (or the FFP CLIN as instructed).
2. Do the ranges of hours identified correlate to differing prices per hour or are there alternative ranges for the Government to consider that more closely correlates to maintenance events (i.e. inspections every 200 hours, etc.)? Or is one price per hour, without ranges, preferred and/or justifiable? Please provide as much information as possible explaining the answer.
3. Please offer any other comments related to the intended CLIN structure and overall pricing structure.
