About this opportunity

The U.S. Embassy Quito seeks professional services to certify 17 polygraph examiners and establish and accredit a Vetting Training Center under American Polygraph Association standards under the Police Integrity 360 Project, with quotations due September 9, 2026. The procurement is a firm-fixed-price RFQ with award to the lowest-priced, technically acceptable offeror; no set-aside applies, though the SF-1449 file references a Women-Owned Small Business designation that subsequent Q&A and amendments clarify is not set aside for small business.

Place of performance is Quito, Ecuador at National Police facilities. The contract spans four phases: administrative (up to two months), training (10 consecutive weeks with minimum 400 in-person hours in Spanish), accreditation (up to nine months), and final reporting (within 10 calendar days of completion). The training phase requires minimum 80 hours of supervised practical application, 90% attendance, and APA-compliant polygraph systems; all instructional materials and nine institutional manuals must be delivered in Spanish. The contractor must develop up to 15 Primary Polygraph Instructors and support institutional accreditation through gap analysis, self-study documentation, accreditation application, and corrective action support. Mandatory qualifications include APA accreditation, minimum five years of professional polygraph training delivery experience, and documented prior development or restructuring of at least one polygraph training school within a national law enforcement, military, or government security institution. Contractor must provide all polygraph instrumentation; the National Police furnish the training facility, classroom audiovisual equipment, and internet connectivity. Pricing includes VAT at 15% as a separate reimbursable line item (contingent on contractor's valid Ecuadorian VAT registration) and Defense Base Act insurance. NAICS code is 611430. Questions were due August 21; a pre-proposal conference was held August 19. Amendment A001 (effective August 31) revised the Training Phase specification to 10 consecutive weeks and extended the quotation deadline from September 4 to September 9.
