About this file
This is a Statement of Work (SOW) for the U.S. Department of State's Bureau of International Narcotics and Law Enforcement Affairs (INL) implementing the Police Integrity 360° Project in Ecuador. The SOW contracts a qualified vendor to deliver two primary components: certification of 17 Ecuadorian National Police officers as polygraph examiners under American Polygraph Association (APA) standards, and establishment and accreditation of a permanent Vetting Training Center within the Ecuadorian National Police. The polygraph examiner certification requires delivery of a minimum 400 in-person academic hours over 10 consecutive weeks in Spanish, covering 15 subject areas including law, ethics, psychology, physiology, instrumentation, testing techniques, interviews, question construction, data analysis, countermeasures, and reporting, plus minimum 80 hours of supervised practical application. Training must include written and practical evaluations, qualified instructors meeting APA standards, and APA-compliant polygraph systems (Lafayette, Limestone, or equivalent). The Vetting Training Center component requires development of up to 15 Primary Polygraph Instructors through a structured program including pedagogy, curriculum development, and supervised teaching practicum, followed by comprehensive institutional documentation and support for APA accreditation including gap analysis, self-study completion, accreditation dossier preparation, and inspection coordination, with corrective action plan development if needed.
Vendor requirements include minimum five years' experience delivering APA professional polygraph training programs and documented prior development or restructuring of at least one polygraph training school within a national law enforcement agency, military institution, or government security institution; failure to demonstrate institutional school development experience renders proposals technically non-responsive. The contract performance occurs in Quito, Ecuador at National Police facilities over a nine-month period comprising an administrative phase (up to two months for candidate processing), training phase (10 consecutive weeks), and accreditation phase (up to nine months total). Payment is structured in two parts: full amount allocated to examiner certification is due upon successful completion and documentation submission, with remaining contract balance payable upon completion of all remaining activities including Primary Instructor Development, institutional documentation delivery, and APA accreditation support, subject to INL acceptance. Vendor is responsible for all travel costs, must maintain strict confidentiality, and failure to comply with APA standards may result in withholding final payment. All deliverables include examiner certification documentation for 17 officers, Primary Instructor designation documentation for up to 15 officers, and a Final Implementation and Accreditation Report.
