About this opportunity

The U.S. Embassy in Quito, on behalf of the Department of State Bureau of International Narcotics and Law Enforcement Affairs, seeks certification services for 17 polygraph examiners and establishment and APA accreditation of a vetting training center under the Police Integrity 360 Project, with quotations due June 11, 2026, at 4:00 PM local time in Quito, Ecuador. Questions are due May 22, 2026, at 4:00 PM local time. No set-aside applies. The procurement is a firm-fixed-price RFQ to be awarded to the lowest-priced technically acceptable offeror based on initial quotations, though discussions may occur with competitive-range firms if needed.

Place of performance is Quito, Ecuador at facilities provided by the Ecuadorian National Police. The contractor must certify 17 National Police officers as polygraph examiners through a minimum of 400 in-person academic hours delivered over 10 consecutive weeks in Spanish, including law, constitutional rights, APA ethics, psychology, physiology, instrumentation, testing techniques, interviews, question construction, chart analysis, countermeasures, and reporting, plus minimum 80 hours supervised practical application. The contractor must develop a structured Primary Instructor development program for up to 15 designated officers, conduct institutional gap analysis, complete self-study and intent-to-seek accreditation documentation, prepare the accreditation dossier, coordinate APA inspection, and develop corrective action plans if required. All training must use APA-compliant instrumentation (Lafayette, Limestone, or equivalent). The vetting center development shall begin no later than two weeks after award and complete within nine months. The contractor must demonstrate minimum five years' experience delivering APA professional polygraph training and prior development or restructuring of at least one polygraph training school within a national law enforcement agency, military, or government security institution; absence of this institutional school development experience renders proposals technically non-responsive. Payment is structured in two phases: upon successful certification of all 17 examiners with acceptable documentation, and upon completion of remaining activities including instructor development, institutional documentation delivery, and APA accreditation process completion, subject to government acceptance. The contractor bears all travel costs and is responsible for a designated Project Manager. NAICS code is 611430; PSC code is U008.
