About this opportunity
The Bureau of Indian Affairs Midwest Regional Office seeks re-measurement of 147 permanent forest inventory plots on the Bad River Indian Reservation in Wisconsin, with quotes due August 27 at 5:00 PM Central Time. The procurement is set-aside 100% for small businesses under NAICS 115310 (Support Activities for Forestry), with a $11.5 million size standard.
Place of performance is Wisconsin, specifically Ashland County on the Bad River Indian Reservation. The contract runs from October 1, 2026, through September 30, 2027, with all field data collection required by May 31, 2027. Contractors must relocate and re-measure 1/5-acre plots according to the Bad River Continuous Forest Inventory Field Manual 2026-2027, measuring all live trees 5.0 inches or greater in diameter at breast height, recording GPS coordinates in NAD83 datum UTM Zone 15N format, and collecting regeneration data on 1/100th-acre subplots.
The on-site field supervisor must hold a four-year forestry degree; at least one crew member must have six months' forest inventory experience including specific coursework in mensuration, dendrology, silviculture, and aerial photogrammetry. Contractors must achieve production milestones of ten plots by October 2026 and 70 plots by December 31, 2026. Prevailing wage rates apply under Wisconsin Wage Determination 2015-4931, Revision 29 (effective May 13, 2026), covering nine counties including Ashland, Bayfield, Burnett, Iron, Price, Rusk, Sawyer, Taylor, and Washburn.
Award will be Lowest-Price Technically Acceptable, evaluated on technical capability, minimum three CFI contracts within five years, and price per plot. Plots are submitted in blocks of ten for inspection; payment is made per plot after block approval. Amendment 0001 added Manual Supplement Attachment No. 2; Amendment 0002 (effective August 6) clarified data delivery logistics and plot expectations.
